Subject: Sources Sought for retrofit and modernization services for fielded Joint Assault Bridge (JAB).



Purpose: The Army Contracting Command – Detroit Arsenal (ACC-DTA), on behalf of the Project Manager Force Projection (PM FP), Product Manager (PdM) Bridging, is issuing this Sources Sought notice as a means of conducting market research to identify parties having an interest in and the resources to support mobile, field-based retrofit and modernization services for fielded JAB systems.



Background: The JAB is a heavily armored combat engineer vehicle consisting of an M1A1 Abrams tank chassis integrated with a hydraulic Bridge Launch Mechanism (BLM) designed to launch and retrieve a Heavy Assault Scissor Bridge (HASB).



The Government currently has a requirement to "pure-fleet" approximately 120 fielded JAB systems. These systems require the integration of critical Engineering Change Proposals (ECPs) to address obsolescence issues and improve crew survivability. The required retrofits include:




  • Integration of the Mission Ready Tablet (MRT), replacing obsolete components, notably the Launch Control Units (LCU).

  • Installation of Add-on-Armor (AoA) to the BLM.

  • Installation of Hydraulic Power Unit (HPU) Weld Studs and a Hydraulic Parking Brake.



Acquisition Timeline: The Government is in the acquisition planning phase for a five-year Firm-Fixed-Price (FFP) contract to execute these retrofits. The target award timeframe is 4th Quarter, Fiscal Year 2027 (4QFY27).



Retrofit Requirement: The Contractor will be required to provide highly skilled Field Service Representatives (FSRs) capable of traveling to unit motor pools (Continental United States (CONUS) and Outside the Continental United States (OCONUS)) to perform complex hydraulic integration, heavy armor installation, and system validation. The Contractor must execute these retrofits in austere or standard motor pool environments with fixed facility cranes or overhead lift capability, while coordinating directly with military units to ensure minimal disruption to deployment and training cycles.

Respondents must clearly and conspicuously mark all proprietary data. The Government will not be obligated to protect unmarked data.



Specific Response Information: Interested parties are requested to submit a brief capabilities statement (maximum of 10 pages) addressing the following:




  1. Company Profile: Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization.

  2. Business Size: Identify your business size and socio-economic status under NAICS Code 336992.

  3. Commerciality & Acquisition Strategy: Do you currently provide similar mobile, heavy-vehicle modernization or field-level armor installation services?

  4. FSR Capabilities: Describe your capability to recruit, train, and deploy mobile FSR teams globally (CONUS and OCONUS). Detail your experience conducting complex system upgrades in active military motor pools.

  5. Production Throughput & Schedule: Assuming the provision of Government Furnished upgrade kits to the field locations, what is your estimated turnaround time to complete a single system retrofit on-site? What is your maximum sustainable monthly throughput across multiple concurrent locations?

  6. Technical Risk (System Readiness): Systems may be in a degraded or Non-Mission Capable (NMC) state (e.g., dead engines) upon the FSR team's arrival. How would your field teams validate the operability of the newly installed MRT and hydraulic upgrades if the host vehicle chassis cannot provide power?

  7. Quality Management: Describe your quality control processes for complex hydraulic and heavy-armor integrations conducted outside of a controlled manufacturing facility.

  8. Security Clearance: Does your company possess, or have the ability to obtain, a SECRET facility clearance? Do your personnel who would be designated as FSRs possess, or have the ability to obtain, SECRET clearances? (Note: While the JAB system itself may be Unclassified, access to military installations and interaction with operational planning may require cleared personnel).
