2025-12 Laboratory Analysis Services for Lead Hazard Control & Healthy Homes Program
CITY OF LANCASTER, PA
The City of Lancaster, PA will receive bids from EPA NLLAP accredited laboratories until May 15, 2025, at 11:00AM at which time they shall be opened electronically and publicly posted on PennBid’s website. It is expected that the Program will collect approximately 11,000 dust wipe samples, and 200 soil samples that will require laboratory analysis in the next 5 years.

The successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors in compliance with all federal, state and local laws, regulations and ordinances.
Additionally, the Program is being funded in part through HUD Office of Lead Hazard Control and Healthy Homes. Successful bidder will be required to comply with the Lead Safe Housing Rule, the current HUD Guidelines, EPA standards, and other applicable federal, state and local regulations.
The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services and the bidder’s ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.
The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever.
Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
