The U.S. Army Contracting Command - Rock Island, on behalf of Project Manager Close Combat Systems (PM CCS), intends to solicit and award, on a sole-source basis, a Firm Fixed Price contract in accordance with Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Request for Proposal (RFP), W519TC-25-R-0003, is for the demilitarization (demil), treatment and disposal of 5”, 6”, 8” projectiles, and bulk material containing Ammonium Picrate and Explosive D. There are currently more than 5,000 unserviceable items contained in the Demil inventory account and these items are now obsolete. The contractor shall provide all the necessary material, equipment, facilities/property, permits and licenses, and personnel to perform demil for the Explosive D projectiles and cartridges. The contractor will have overall responsibility for demil, disposition, treatment, and disposal. This responsibility extends to the subcontractor activity.
The applicable NAICS code is 332993-Ammunition (except Small Arms) Manufacturing, with a size standard of 1,500 employees. The U.S. Government intends to award a one-year, Firm Fixed Price (FFP) contract.
Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this RFP. Contractors may obtain information on SAM registration by visiting: https://www.acquisition.gov.
This pre-solicitation synopsis is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement via email to the Contract Specialist, which the Government shall consider. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. The Justification for Other than Full and Open Competition will be made publicly available within 14 days after award in accordance with Federal Acquisition Regulation 6.305(a).
