Project Description: Notice is hereby given that Salem Township will receive sealed bids online via the PennBid Program (http://pennbid.bonfirehub.com) until 10:00 AM prevailing time on Friday, October 25, 2024 for the Blight Property Demolitions at 438 East Front Street, 202 Main Street, 88 Walnut Drive and 90 Bell Bend Road, Berwick, Salem Township, PA 18603. The work includes but is not limited to labor, materials, tools, oversight and permits required to demolish the property in its entirety which includes grading and site restoration. The work includes onsite asbestos supervision and removal of asbestos containing materials, as identified.
All bidding documents will be available online at no cost via PennBid Program (http://pennbid/bonfirehub.com) beginning at 12:00 PM on Thursday, October 3, 2024.
Bids must be accompanied by a bid bond with a corporate surety authorized to do business in Pennsylvania, in accordance with the project specifications in the amount of 10% of the total bid amount. A Performance Bond in the amount of 100% of the contract shall be furnished by the successful bidder as detailed in the Instructions to Bidders. Davis Bacon Wage Rates shall apply.
Immediately following the due date and time, all bids received through PennBid will be opened online at the Engineer’s Office and referred to the Salem Township for final award. An abstract of the bids received will be available to bidders on PennBid following the date and time that bids are due as indicated above.
A pre-bid meeting will be held at 10:00 AM on Thursday, October 10, 2024 at 202 Main Street. All bidders are encouraged to attend. Questions may be submitted through PennBid’s “Messages/Vendor Discussions” tab on or before 5:00 PM on Tuesday, October 15, 2024. Responses will be provided via PennBid to all registered parties.
The Labor Standards, Wage Determination Decision and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contracts.
Non-discrimination in Employment--Bidders on this work will be required to comply with the President’s Executive Order 11246 and will be required to insure that employees and applicants for employment are not discriminated against on the basis of their race, color, national origin, sex, religion, age, disability or familial status in employment or the provision of services. In addition to EEO Executive Order 11246, contractors must also establish a 6.9% goal for female participation and a 0.6% goal for minority participation in the aggregate on-site construction work force for contracts in excess of $10,000 as per the notice of requirement for affirmation action as contained in the contract documents. Attention is called to Section 3 of the Housing and Urban Development Act of 1968, 12 USC 179 LU and the Section 3 clause and regulations set forth in 24 CFR, Part 135.
