Project Description: Proposals will be received by Crafton Borough via PennBid until 10:30 a.m. prevailing time on November 5, 2024, for the following project:
CRAFTON BOROUGH DPW SANITARY SEWER LATERAL
Base Bid - Sanitary Sewer Lateral Installation This project involves the installation of a new sanitary sewer lateral including, but not limited to; clearing and grubbing; installation of new sanitary lateral pipe; MH and cleanout installation; connection to existing ALCOSAN manhole; post repair NASSCO certified CCTV; and protection of existing utilities. All traffic control, notifications, permitting, and restoration of disturbed areas are also included in the project.
All Proposals must be submitted electronically via PennBid (www.PennBid.net), before 10:30 a.m. prevailing time, on November 5, 2024. At that time, Bids will be opened with results publicly displayed on PennBid. No hard copy Bids will be accepted.
Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement and all other information relating to this Solicitation will be available at no cost on the PennBid site (www.PennBid.net).
Pennsylvania Prevailing Wage rates are required to be paid on this Project.
There will be a Mandatory Pre-Bid Meeting on October 15, 2024, at 10:30 a.m. prevailing time at 100 Stotz Avenue, Pittsburgh, PA 15205. Contractors who intend to bid MUST attend for their bids to be considered as responsive. “Attendance” for the purposes of this Paragraph shall mean being present for the entirety of the Meeting. Signing the Register at the beginning of the Meeting and leaving immediately thereafter will not constitute attendance.
Proposals must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Crafton Borough in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract.
The Proposals must be made to Crafton Borough, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee.
The Borough retains the right to award Contracts to the lowest qualified, responsive, and responsible Bidder based on consideration of quality of previous work, record of completing projects on time, history of payments to subcontractors and suppliers, maintenance of a permanent place of business, adequacy of equipment and plant to do the work, technical experience, a solid financial base to guarantee contract completion and all other factors deemed relative by the Borough.
Bidders are also advised that the Borough intends to award the Contract to the lowest qualified, responsible, and responsive Bidder based on the total bid submitted for the Base Bid as selected at the Borough’s sole discretion.
Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.
Crafton Borough also reserves the right to reject any or all Proposals, or any part thereof, for any reason, and reserves the right to waive any informality therein.
