ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for an increase to the JO ceiling to procure continued as-needed Engineering and Logistics Services with Raytheon Company for ongoing support in establishing the AN/ALQ-249(V)1 NGJ-MB In-Service Support Center (ISSC) / Fleet Support Team (FST) and the Naval Surface Warfare Center (NSWC) Crane Organic Depot.

The anticipated ceiling maximum of the JO is estimated to be increased by $17,093,000 from $12,475,400 to $29,568,400. It is anticipated that the proposed JO modification will be issued in August 2024 with a Period of Performance through 20 March 2026.

SOLE SOURCE PROCUREMENT - The proposed contract action is for the services for which the Government intends to solicit and negotiate with one source, Raytheon Company, 2000 East El Segundo, CA 90245-3507 under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii), only one responsible source. The requirement is being solicited on a sole source basis because no other source than Raytheon Company has the proprietary data required to provide system support of the end items satisfying the agency's requirements. Utilizing another source would result in significant duplication of costs and unacceptable delays in fulfilling the agency's requirements.

All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. A formal solicitation will not be posted to the SAM.gov website and is only available from the POC identified below.
