The purpose of this amendment is to formally address the retirement of Standard S-2034 (Car Builder Certification) within the solicitation and SOW, directing offerors to follow current AAR guidance.

POSTING (June 17, 2026):

This Request for Proposals (RFP) is for a multi-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle conducted under full and open competition. These contracts provide for commercial rail products and services including but not limited to manufacture and refurbishment of locomotives, freight cars, railcar movers, and associated rolling stock; preventive maintenance and inspection services; corrective repair and overhaul; engineering diagnostics and technical support; and emergency repair services as described in accordance with Section C, Statement of Work.
