Description

Description: Fuel reel replacements are needed for the diesel and gasoline hose reels located at the waterfront of USCG AIRSTA Port Angeles.




  • Contractor shall provide all personnel, equipment, transportation, tools, materials, and other items and services necessary to replace (1) diesel hose reel and (1) gasoline hose reel with associated fittings and install electronic winding capability and level-wind arms for both which includes:


    • Replace (1) 200 ft. diesel fuel hose with 1-1/2” diameter

    • Replace (1) 200 ft. gasoline fuel hose with 1-1/2” diameter

    • Install (2) reel assemblies

      • Configured and sized to accommodate a 1-1/2” diameter x 200’ fuel hose

      • Stainless steel or aluminum series

      • Includes 120V motorized rewind mechanism

      • Includes explosion proof switch

      • Approved models are Hannay Reel EPJ models







Removal and disposal of existing hoses and associated components

This notice is a combined synopsis/solicitation for a commercial products and commercial services in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes a public solicitation. Please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on a Small Business Set-Aside only.





HOW TO RESPOND: To compete for this project, interested parties must be registered in SAM (System for Award Management) prior to close of this solicitation. https://www.sam.gov/portal/public/SAM/. The vendors SAM registration must be in an “ACTIVE” status prior to award. Vendors must ensure that the above listed NAICS codes are listed on their SAM registration to perform this type of service.





COST PROPOSALS: The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13 and part 15 provide Firm Fixed-Price “broken out by labor hours, labor category, materials, and other direct costs”. Offerors must submit the proposal to Elizabeth Meister, elizabeth.a.meister@uscg.mil.





EVALUATION CRITERIA: The government will award a contract resulting from this request for quote (RFQ) to the responsible offeror whose offer conforming to the RFQ is the Lowest price Technically Acceptable (LPTA) quote. The lowest priced quote will be evaluated on technical acceptability, if it is found to be acceptable, an award will be made. If it is found to be unacceptable, the next lowest price will be evaluated. This process will continue until a technically acceptable offer is identified.

Looking for a contractor to provide all personnel, equipment, transportation, tools, materials, supervision, and other items and services necessary for inspection, testing, and maintenance of fuel hoses.



Service Clauses:



This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.





Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.





This award will be based on LPTA.





The solicitation number is SPS-USCG-250002 and is issued as a Request for Quotation (RFQ).





The solicitation document and incorporated provisions and clauses are those in effect through FAC# 2023-05 Effective Date 08/08/2023, HSAR 6/21/2023, HSAM OCTOBER 2009, CGAP Change Notice 2023-05.





SERVICE CONTRACT ACT WD # 2015-5549 REVISION # 23 LAST REVISED DATE DECEMBER 26, 2023 APPLIES.





This acquisition is set-aside 100% for SMALL BUSINESS.





Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.





Small Business Size Standard is $9.5M
