The U.S. Army Corps of Engineers (USACE), Savannah District, issued a Sources Sought notice (SAM.GOV – Notice ID# W912HN25RA002) on 27 March 2025 regarding the design and construction of barracks at Fort Gordon, Georgia.
As part of this acquisition, USACE is conducting additional market research to assess the potential implementation of a Project Labor Agreement (PLA).

The survey will be open until 15 August 2025 at 1100 hrs.
Responses will inform the decision regarding the inclusion of a PLA in the upcoming solicitation, or justification for an exception to its use. Your participation is greatly appreciated.
Scope Summary - Design and construct an approximately 45,000 GSF; 94-bed barracks utilizing the Design-Build Done Right process in Ft. Gordon, GA. The barracks will be designed to meet the AMC/HQIMCOM directed Army UEPH Standards to accommodate 94 soldiers. Project will include demolition of existing structure and replacing on the same site. Project will also include access control, intrusion detection system and infrastructure for future CCTV, EMCS, fire protection and alarm systems, cybersecurity measures, sustainability and energy measures and 100% redundancy for heating and cooling. The project will also in1clude sitework, utilities, lighting, paving, parking, sidewalks, storm and sewer systems, gutters and curbs, information systems, landscaping and signage.
This survey is to address Project Labor Agreement (PLA) survey requirements for the above listed project. In accordance with EO 14063, effective 22 Jan 2024, which mandates that Federal Government agencies require use of PLAs for Federal construction projects estimate to be >$35M. This survey is for required market research IAW FAR 36.104(c) and UAI 5122.5. The target for this survey is General Contractors that are interested in proposing on these projects.
