The AIB seeks proposals from qualified and interested public and private entities (Proposers) to perform Blueprint for Maryland's Future interim evaluation. The interim evaluation will help the AIB determine if Maryland is on a course to meet the Blueprint's goals with current strategies or identify ways that current strategies should be revised to accelerate or more effectively meet the Blueprint's goals (see attached RFP for details and additional information).
Mandatory qualifications
A. Experience in conducting evaluations of complex systems change, even if not education systems
B. Understanding of Blueprint goals and theory of action
C. Evidence of engagement of a diverse range of partners and relevant individuals in previous evaluation work using mixed methods
D. Team member experience evaluating federal, State, or district education policy
E. Experience in budgetary analysis
F. Principal Investigator (PI) needs to have a Ph.D., and at least 10 years of relevant work experience (previous experience leading similar evaluations may be substituted for years of experience, on a case by case basis)
G. Project manager needs to have an advanced degree and 5-10 years of relevant work experience
Preferred qualifications
A. Experience in conducting evaluations of education systems
B. Knowledge of the Maryland landscape and populations
C. Experience in communicating about systems change
D. Experience working in partnership to co-design an evaluation
