Description NFTA invites interested Consulting Teams to submit a technical proposal from firms that have the requisite, demonstrable competence and experience in architectural and engineering services for the design, construction monitoring, and design support services during construction for the planned project. Qualified firms both singly or in teams must have the requisite, demonstrated competence and experience in and a thorough knowledge of the required architectural and engineering services required for the Project.

This project shall provide a new Airport Traffic Control Tower (ATCT) that will facilitate a safe operating environment for aeronautical activity at IAG well into the future. NFTA and USAF jointly own, operate, and maintain IAG. The civil portion of the airport is operated by NFTA (as the FAA sponsor), and the military portion by the US Air Reserve and the New York Air National Guard. The airport property lies within the Towns of Niagara and Wheatfield, in Niagara County, New York.

The existing ATCT is located at 9990 Porter Rd, Niagara Falls, NY 14304. The ATCT is part of the FAA Contract Tower Program (Tier Level 4 FCT) and is operated by Midwest Air Traffic Control Services. The existing IAG tower is a non-standard tower commissioned in 1962.

Copies of the RFP are available at no charge and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Special Instructions Proposals will be accepted via online (electronic) submission only. Paper proposals will not be accepted.

Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:
NFTA Proj. No._company name_##_of_##.pdf
For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

##AA####_XYZ Consultants_01_of_02.pdf

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.

The time of completion for the project is shown in Attachment B.

A Pre-Proposal Conference is scheduled on April 14, 2026 at 1:30 PM EST. Attendees will meet at the IAG Airport Terminal Lobby, 2035 Niagara Falls Blvd, Niagara Falls, NY 14304.
