Synopsis - Notice of Intent

The US Army Medical Command, Medical Readiness Contracting Office – East, Eisenhower Health Contracting Branch intends to negotiate and award a sole source contract for the procurement of Data Control Software for the Winn Army Community Hospital, Fort Stewart, GA by MediaLab Solutions, 1745 N Brown Road, Suite 300, Lawrenceville, GA 30043.

The North American Industry Classification System (NAICS) code for this acquisition is 513210 Software Publishers and the size standard is $47 million. This proposed procurement is intended to be awarded under the authority of FAR 13.106-1 (b) (1) under the authority of the simplified procedures for certain commercial items for purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name or industrial mobilization. The Department of Pathology currently uses the system to maintain control of all documents and forms used in the laboratory. There are over 160 standard operating procedures and forms currently available in the system. All lab personnel documentation required to meet regulatory compliance is also consolidated within this system. Furthermore, College of American Pathologists (CAP) checklists with over 1400 standards are uploaded alongside the department’s responses and documentation as proof of compliance for biennial accreditation inspections. It is not in the Government’s best interest to pursue a new contract because all documentation is embedded within the modules and the laboratory staff are trained on these systems. The amount of time and money required to switch to a different system is not economically feasible or efficient and would pose a significant hardship to the department.

A solicitation will be posted in accordance with FAR 13.105 (c) synopsis and posting requirements. This notice is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored. A Justification & Approval for this award will be posted in accordance with FAR 6.305.
