ERDC-CERL requires a Dynamic Vapor Sorption (DVS) Analyzer with a specimen pre-heater to prevent specific heat interference, a heated water reservoir for high humidity and temperature measurements, and software for instrument control and DVS analysis. The analyzer should include a basic set of consumables and accessories for initialization and have at least five independent micro-balances for simultaneous specimen measurement with 0.01 micro-gram resolution. A standard warranty is also required.
ERDC-CERL intends to award a purchase order on a sole source basis to Surface Measurement Systems LTD North America (SMS) in accordance with FAR 13.106-l(b) (1).
Market research indicates that SMS is the only source able to meet the needs of the ERDC-CERL research program. The DVS Analyzer manufactured by SMS was the only one of its kind found that offers multiple, independent, discrete balances for simultaneous measurement of multiple specimens at one time. SMS is the only company capable of providing the required equipment with the necessary features and they do not have approved retail vendors.
This is a notice of intent to sole source synopsis, not a solicitation or a request for competitive quotations. This is not a set-aside of any kind. Any interested party that believes they should be considered as capable of fulfilling this requirement should submit a capability statement of their related products or services to be reviewed for technical content. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
