This LOI is to solicit responses (LETTERS of INTEREST, or LOIs) from qualified firms to provide professional
consulting services to:
BACKGROUND AND PROPOSED CONTRACT SCOPE SUMMARY
As Lead Planning Agency (LPA), the City of Greenville and the Greenville Area Metropolitan Planning
Organization have been awarded grant money through the Safe Streets for All (SS4A) grant program to develop
a comprehensive safety action plan. This safety action plan aims to create safer roadway network for both
pedestrians and motor vehicles. This will be done primarily through the completion of the federal requirements
set forth by the SS4A program guidelines, as well as serve as a natural extension of the current Metropolitan
Transportation Plan (MTP) and Active Transportation Plan (ATP). The resulting document will create a map
which will highlight the MPO's high injury crash network for both motor vehicles, as well as one for pedestrians
and bicyclists. This will be done through utilizing public input and various data and mapping metrics within the
planning area. Furthermore, once the High Injury Network (HIN) maps are developed the plan will include a
period for identifying, constructing, and measuring/reporting quick build projects at multiple sites around the
planning area. The data collected from these quick build sites will inform the plan, as well as provide proof of
concepts for bettering pedestrian and bicyclist safety. Data from the demonstration projects will also be used to
create a list of projects located in the high injury network that would reduce the number of serious injury/fatal
crashes. This list of projects will then be prioritized through several different metrics, defined within the scope of

The plan should*:
* Consider the current updated Metropolitan Transportation Plan, as well as the Active Transportation Plan.
* Review and analyze current crash data and set vision zero targets within the MPO boundary.
* Consider new and current developments within the MPO planning area in terms of roadway
improvements, bicycle and pedestrian connections, transit systems, future rail development, and aviation
expansion.
* Incorporate all other Greenville Urbanized Area adopted Plans.
* Establish High Injury Networks for the MPO Planning Area (Motor Vehicles and Pedestrian/Bicyclist).
* Comply with 13 USC 134, 49 USC 53, 23 CFR Part 450, MAP-21, FAST ACT and all other Federal and
State requirements.
* Evaluate the multimodal systems for including but not limited to:
Crash Data and Levels of Service

Existing Sidewalks, Shared Us Pathways, Bike Lanes, Parks, and Greenways

* Identify projects within the high injury network that improve safety.

within the high injury network.
* Prioritize the safety projects through several different metrics, defined within the scope of work.

list (for further detail see Section Scope of Work).

Except as provided below any firm wishing to be considered must be properly registered with the Office of the
Secretary of State and with the North Carolina Board of Examiners for Engineers and Surveyors. Any firm
proposing to use corporate subsidiaries or subcontractors must include a statement that these companies are
properly registered with the North Carolina Board of Examiners for Engineers and Surveyors and/or the NC
Board for Licensing of Geologists. The Engineers performing the work and in responsible charge of the work
must be registered Professional Engineers in the State of North Carolina and must have a good ethical and
professional standing. It will be the responsibility of the selected private firm to verify the registration of any
corporate subsidiary or subcontractor prior to submitting a Letter of Interest. Firms which are not providing
engineering services need not be registered with the North Carolina Board of Examiners for Engineers and
Surveyors. Some of the services being solicited may not require a license. It is the responsibility of each firm to
adhere to all laws of the State of North Carolina.
The firm must have the financial ability to undertake the work and assume the liability. The selected firm(s) will
be required to furnish proof of Professional Liability insurance coverage in the minimum amount of
$1,000,000.00. The firm(s) must have an adequate accounting system to identify costs chargeable to the project.
DEFINITIONS
For the purpose of this RFLOI the following terms shall have the meanings indicated:
A. "City", "Client", and "LGA" (Local Government Agency) means the City of Greenville, NC.
B. "City Council" means the City Council of the City of Greenville, NC.
C. "Consultant" and "Contractor" are used interchangeably throughout this invitation to mean the
person, firm, or corporation or other entity submitting a Proposal in response to this RFLOI.
D. "SS4A" means the Safe Streets for All Grant from the Federal Highway Administration.
E. "The Plan" refers to the completed 'Greenville MPO Comprehensive Safety Action Plan' document.
F. "Measuring" and "Reporting" are used interchangeably throughout this invitation to mean the
collection, analysis, and organization of data.
G. "Quick builds" refer to non-permeant alterations to a roadway, which exist for a set duration of time.
H. "TAC" and "TCC" refer to committee boards which vote on actions the MPO undertake.
INTRODUCTION
A. Information
The City of Greenville is requesting LOI's from qualified consultants for the Greenville MPO
Comprehensive Safety Action Plan.
This request for LOI's is being issued by the MPO Division of the Engineering Department of the City.
Unless otherwise directed, all communications regarding this RFLOI should be submitted in writing to the
MPO Division via email at jrashko@greenvillenc.gov.
Any revisions to this RFLOI will be issued and distributed as addendum. Consultant are encouraged to
submit any questions or items for clarification in writing to the above mentioned email address.

B. Background
The Greenville MPO applied for, and was awarded, a SS4A planning and demonstration grant. The
purpose of this is to develop a Comprehensive Safety Action Plan for the MPO. In addition to the
development of a plan, the demonstration aspect includes the construction and measuring of quick-build
style demonstration activities. These quick builds are to be constructed and reported on for the purpose of
informing the recommendations of the plan. The application covers the entire Metropolitan Planning Area,
Including the City of Greenville, Town of Winterville, Town of Ayden, Village of Simpson, and the
extraterritorial jurisdiction of Pitt County.
According to the latest census data, the study area has a population of approximately 161,800 residents,
and the Greenville Urban Area MPO (GUAMPO) region encompasses over 188 square miles. Crash data
from NCDOT's Traffic Safety Unit data indicate that 78 fatal crashes and 284 serious injury crashes
occurred within GUAMPO's planning region between 2017-2021 (5-year average of 9.64 deaths per
100,000 people), resulting in a 1.53 fatality rate per 100 motor vehicle miles traveled (MVMT), is higher
than the 1.33 statewide fatality rate per 100 MVMT.
On May 11, 2023, the Greenville City Council approved a resolution supporting the city's participation in
the Comprehensive Safety Action Plan, prioritizing transportation safety within the city and region. This
Comprehensive Safety Action Plan will advance these priorities by identifying a range of strategies to serve
as demonstration projects to improve safety for all road users.
C. Intended Boundaries
The Greenville MPO Comprehensive Safety Action Plan will encapsulate the entire MPO boundary,
including the city of Greenville, the Town of Winterville, the Town of Ayden, the Village of Simpson, and
the MPO's unincorporated boundaries within Pitt County.
SCOPE OF WORK
The City of Greenville is soliciting LOI's for the services of a firm/team for the following contract scope of work:
PROPOSED CONTRACT SCOPE
The City of Greenville and the Greenville Urban Area Metropolitan Planning Organization shall provide all
available, existing, and pertinent documentation and data to the selected consultant. The consultant will
schedule, coordinate, and make all necessary arrangements for meetings conducted by the consultant or in
partnership with City and GUAMPO during the course of the project. This scheduling and coordination will make
every effort to ensure that no discrimination occurs with the timing of public forums, meetings, and hearings.
The consultant will take a lead role in all meetings, with GUAMPO staff assuming a supporting role during this
period.
A detailed Scope of Work is denoted the Tasks Descriptions below. Generally, the Consultant shall perform all
necessary tasks to adhere to the guidelines and reporting requirements put forth by Safety Action Plans outlined
for the Safe Streets for All (SS4A) Planning and Demonstration Grant Opportunity. This includes the
development of a comprehensive safety action plan, the supplementing of said safety action plan with eligible
planning activities, and the carrying out of demonstration activities. The demonstration activities must adhere to
measurement and reporting requirements in outlined both within the scope of work, as well as meet federal
reporting requirements associated with the SS4A grant. The work of the Consultant must satisfactorily complete
the project in compliance with the current planning requirements of the FHWA.
Task 1. Project Management
Project management will include work necessary for communication and completion of the project tasks on time
and within the set budget. The Consultant must prepare a project work plan and project schedule within 1 week
of Notice to Proceed. A project kickoff meeting will be held with the Consultant and the Client within 2 weeks of

the Notice to Proceed. The Consultant will be expected to hold monthly coordination calls with the Client
throughout the duration of the plan's development.
The Consultant and the Client will work closely with the steering committee, which will include the traffic safety
task forces in Greenville as well as the vision zero task force in Winterville. The Client will collect information
provided by the task forces to guide the development of the plan. Additionally, the consultant will be expected to
provide meeting agendas, presentations, materials, facilitation, and summary documentation for all meetings
associated with the development of the plan.
The consultant will provide invoices in the standard format that contains the necessary information for federal
invoicing. Invoices will also be accompanied by a cover letter which highlights the work done within the time
period of the sent invoice.
The Consultant will be expected to present to the TCC and TAC a minimum of two times each; once for a status
update presentation during the plan's preparation and once during the plan's consideration for adoption.
Consultant will prepare all necessary meeting materials, including handouts and presentations about the
comprehensive safety action plan for the TAC and TCC meetings
Task 2. Public Involvement and Participation
Effective and comprehensive engagement is vital to the development of this plan. The Consultant will plan and
facilitate a robust engagement process with the public and relevant stakeholders throughout the various stages
of the plan. Consultant will work with the Client to develop a steering committee which will meet quarterly to
provide feedback.
Additionally, the Consultant will lead and develop the materials and facilitation of a robust public engagement
process for the plan. The engagement process is envisioned to include 3 phases, and will consist of the following
items:
* Online survey - The Consultant will prepare an online survey to coincide with the phases of public
engagement. The Consultant will identify the most appropriate survey instrument, develop survey
content, and summarize feedback received.
* Pop-up meetings - The Consultant will prepare for and facilitate 4 in-person pop-up meetings over the
life of the plan's development, which will occur at festivals or community events. 3 meetings are expected
to occur within the first 2 phases of public engagement. GUAMPO staff will identify potential venues for
pop-up meetings. The Consultant will prepare content for each meeting, assist GUAMPO staff with
facilitating the meetings, and summarize feedback.
* Stakeholder meetings - The Consultant will conduct 5 stakeholder meetings to gather information from
key interest groups. Each meeting will be no longer than 90 minutes. GUAMPO staff will be responsible
for identifying the stakeholders. The Consultant will be responsible for facilitating these meetings, either
in-person or virtually.
* Public engagement summary - The Consultant will summarize feedback received during all phases of
the public engagement process.
The approach should be mindful of SS4A planning engagement requirements. While actual engagement
activities may be delivered by any combination of consultant staff, MPO staff, regional partners, or others, the
consultant would be expected to develop all applicable materials for public involvement.

Task 3. Inventory and Analysis of Existing Conditions
The Consultant will work with the Client to assemble and create a summary of applicable local and regional
action plans, case studies, and policies that pertain to the development of the Comprehensive Safety Action
Plan. The Consultant will also obtain five (5) most recent years of crash data from the NCDOT, for the Greenville
MPO's limits, to evaluate crashes and prepare a crash summary for each City/Town, as well as the MPO in its
entirety. The crash evaluation will focus on:
* Crash Severity (Fatalities/Injuries)
* Cause of crash
* Time of crash
* Contributing crash factors
* Crash locations and conditions
* Crash victim demographics (age, race/ethnicity, etc.)
* Modal breakdown (automobile, bicycle, pedestrian, transit, etc.)
The consultant will utilize the crash data and statistics, contributing factors, and roadway congestion to develop
a motor vehicle and bike/pedestrian High Injury Network (HIN) map for the MPO boundary. Additional layers
should be placed within the ArcGIS HIN map that display community attributes (e.g. Age, income, race, vehicle
ownership) to understand specific community challenges for vehicular and non-vehicular road users. The
Consultant will analyze the high injury network for the underlying factors contributing to crashes. The
development and analysis of the High Injury network will include these tasks in the proposed approach to this
task:
A. Crash Data
The Consultant will summarize the findings of their research into NCDOT crash data. These memoranda
could include supporting data graphics and maps, trendlines, a vision zero dashboards, et cetera. The
summaries shall be developed to craft a narrative describing general crash trends within the MPO. The
analysis of this crash data should be included in the final plan.
B. Vehicular High-Injury Network
The Consultant will develop an interactive High Injury Network (HIN) map highlighting corridors and
intersections with a high concentration of fatalities and serious injuries. Maps depicting the concentration
of fatalities, serious injuries, and all traffic crashes shall be developed. The most hazardous roadways
and intersections will be ranked and ordered to serve as a metric for considering demonstration activities
within the MPO planning area.
C. Risk/Exposure Assessment
The Consultant analyze the vehicular high injury network data to conduct a multi modal risk/exposure
assessment for the roads and intersections within the MPO's planning area. The Consultant will propose
a set of risk factors that will be utilized at all intersections and corridors within the planning area to develop
a corridor/intersection risk score. The resulting risk score will be used to rank and order roadways and
bicycle pedestrian facilities according to level of risk. The assessment and score will also serve as a
metric for considering demonstration activities within the MPO planning area.
D. Bicycles, Pedestrians, and Transit
Utilizing the Risk Assessment scores, the Consultant will develop a Bicycle and Pedestrians High Injury
Network. This analysis should highlight the most common pedestrian crash types and crash types most
likely to result in serious injury or death. The Consultant will also conduct a systemic analysis of other

factors to inform bicycle and pedestrian risk, including land use, roadway characteristics, and location of
transit routes/stops This information will also serve as a metric for considering demonstration activities
within the MPO planning area, as well as being included in the final plan.
E. Vulnerable Road User Accessibility
The Title VI plan of the MPO evaluates the disparate impact of its policies and programs to ensure that
no one group is discriminated upon the basis of race, color, national origin, sex, or religion. As such, the
MPO wants to address the accessibility of the network for all residents who are frequent vulnerable road
users. The consultant could use techniques such as evaluating police crash reports to identify areas and
neighborhoods where residents are more prone to traffic crashes or unsafe behavior, including but not
limited to speeding, DUI, lower seat belt use rate, distracted driving, and pedestrian or bicyclist crashes.
Additionally, the consultant could utilize the locations where residents have limited vehicle access to
determine which pedestrian infrastructure and transit systems are more frequently used which can assist
in determining the prioritization of corridors. Other effective methods for adequately evaluating vehicle
and pedestrian safety should be found under this sub-task.
Task 4. Preliminary Goals and the Identification of Demonstration Activities
The Consultant will develop a preliminary list of defined goals, objectives, and performance measures. Previously
identified NCDOT HSIP goals and objectives will serve as a basis in which the Consultant will evaluate, refine,
and build upon the alignment of federal, state, and regional safety planning goals. Furthermore, the
Comprehensive Safety Action plan will also employ the 5 E's of highway safety used in the Strategic Highway
Safety Plan (SHSP): (1) education, (2) enforcement, (3) engineering, (4) emergency services, and (5) everyone.
Within this task, the consultant will also identify various demonstration activities within the vehicle and
bicycle/pedestrian High Injury Network. This demonstration activities list is not intended to be exhaustive in
nature and could include temporary infrastructure, and operational changes such as installing safer pedestrian
crossings, separating bike lanes with bollards, providing additional lighting for people walking, rolling, or using
mobility assistive devices to conduct educational campaigns that accompany the implementation of new or
innovative infrastructure, such as roundabouts, pedestrian hybrid beacons, etc. Recommendations for
demonstration activities should be responsive to identifying problems and concerns identified through data
analysis and public/stakeholder input.
Task 5. Demonstration Activities and Reporting Requirements
The Greenville MPO Comprehensive Safety Action Plan includes the construction, measuring, and reporting of
demonstrative activities within the scope of the plan. The consultant will identify 2-4 Demonstration activities
within the MPO Boundary to be developed. The development and measuring of all projects should completely
be within the set budget for demonstration activities established by the MPO. The selection process for also
prioritized based on the analysis of the High Injury Network (Task 2) and public input (Task 6).
These demonstration activities will be managed by the consultant, with the client taking a supporting role in
coordination. The Consultant will measure the baseline performance measures of a selected roadway in
accordance with SS4A performance measure requirements (see attachment 2). For the quick build projects
selected for a demonstration activity, the consultant will manage the installation (in coordination with local and
state agencies) of the quick build project, and the capturing and organization of data in accordance with the
performance measures set out in Attachment 2 of the RFLOI as a minimum. The resulting data from the
demonstration activities will be given to the MPO in a report format, as well as be used within the final plan to
help inform the successfulness of various safety recommendations on roadways within the MPO. The Consultant

can sub-contract the construction and measurement of performance. Subcontractor qualifications and project
examples must be included within the RFLOI.
Task 6. Development of GUAMPO Crash Reduction Strategy and Final Prioritization of Crash
Reduction Activities/Enhancements on the High Injury Network
The Consultant will lead the identification and prioritization of projects, programs, and policies that can help
GUAMPO achieve its comprehensive safety action plan goals and performance targets. The
Consultant will use the data from the demonstration activity to inform the previously developed list of projects,
goals, objectives, and performance measures. The Consultant will prioritize the projects based on the data and
provide planning level project cost estimations and cut sheets. Prioritization of strategies should be data-driven,
and the consultant will work with GUAMPO staff to ensure data is applied in a consistent manner with other MPO
prioritization processes. The list of goals, objectives, and performance measures proposed by the Consultant
should be tailored to the specific needs and constraints within GUAMPO's planning area and can be prioritized
for each city and town separately. The Consultant shall also develop an implementation plan that will outline the
structural, policy, and ordinance framework for constructing roadway enhancements that improve safety.
Task 7. Development of the GUAMPO Comprehensive Safety Action Plan
The Consultant will develop and present a draft version of the Greenville MPO Comprehensive Safety Action
Plan, summarizing the processes and findings of each major project phase; as well as a comprehensive set of
projects and strategies to address safety problems throughout the MPO planning area. The set of projects and
strategies will include short, middle, and long-term time horizons as to when the implementation strategies and
projects should be deployed. The Consultant will summarize all comments and work with the Project Team to
respond to comments and make revisions as needed prior to finalizing the GUAMPO Comprehensive Safety
Action Plan. Thereafter, the Consultant will draft the final GUAMPO Comprehensive Safety Action Plan. The final
report will satisfy all federal transportation planning requirements.
Task 8. Plan Adoption and Final Documentation Delivery
Once the consultant develops the final Greenville MPO Comprehensive Safety Action Plan report, the
Consultant will present the final Action Plan for the MPO's Technical Coordinating Committee (TCC) and
Transportation Advisory Committee (TAC) for adoption. The Consultant will meet with the Project Team to
finalize project close out procedures to include project data transfer and deliverables.
The Consultant will prepare a draft version of the MTP for consideration by the public, stakeholders, agency
partners, and elected and appointed officials. The draft report will be made available for comment by all
interested persons pursuant to the requirements included in the GUAMPO Public Involvement Plan.
The final Comprehensive Safety Action Plan will be furnished to GUAMPO electronically in a file package
consisting of the following deliverables:
* One (1) digital copy of the report and exhibits in Adobe format
* One (1) digital copy of the report in an editable Word format
* Two (2) physical copies of the report
* PDF copies of all system map(s) in the report
* All GIS layers and mapping files associated with this Comprehensive Safety Actions Plan
* All Associated data (spreadsheets and other miscellaneous file types) dealing with this Comprehensive
Safety Actions Plan
PROPOSED CONTRACT TIME: July 2026 through June 2028 (latest)

PROPOSED CONTRACT PAYMENT TYPE: This will be a LUMP SUM contract.
SUBMITTAL REQUIREMENTS
All LOIs are limited to fifteen (15) pages (excluding appendices) inclusive of the cover sheet and shall be typed
on 8-1/2" x 11" sheets, single-spaced, and font size 11 or greater.
LOIs containing more than fifteen (15) pages will not be considered.
One (1) electronic total copy of the LOI should be submitted.
Firms submitting LOIs are encouraged to carefully check them for conformance to the requirements

LGA's discretion, shortlist firms to be interviewed. IF APPLICABLE, dates of shortlisting and dates for
interviews are shown in the section SUBMISSION SCHEDULE AND KEY DATES at the end of this
RFLOI.
* In order to be considered for selection, consultants must submit a complete response to this RFLOI prior
to the specified deadlines. Failure to submit all information in a timely manner will result in
disqualification.
CITY OF GREENVILLE TERMS AND CONDITIONS
1. NON-DISCRIMINATION: The City of Greenville does not discriminate on the basis of race, color,
sex, national origin, religion, age or disability. Any contractors or vendors who provide services,
programs or goods to the City are expected to fully comply with the City's non-discrimination policy.
2. NON-COLLUSION: Respondents, by submitting a signed proposal, certify that the accompanying
submission is not the result of, or affected by, any unlawful act of collusion with any other person or
company engaged in the same line of business or commerce, or any other fraudulent act punishable
under North Carolina or United States law.
3. PAYMENT TERMS: The City agrees to pay all approved invoices Net Thirty (30) days from the date
received and approved. The City does not agree to the payment of late charges or finance charges
assessed by the seller or vendor for any reason. Invoices are payable in U.S. funds.
4. GOVERNING LAW: Any agreement, contract or purchase order resulting from this invitation to bid,
request for proposals or request for qualifications or quotes, shall be governed by the laws of the State
of North Carolina.

5. ACCEPTANCE/REJECTION OF PROPOSALS: The City of Greenville reserves the right to award to
the Firm who will best serve the interests of the City. The City also reserves the right to waive minor
variations in the specifications and in the bidding process, as well as to accept in whole or in part such
proposal(s) where it deems it advisable in protection of the best interests of the City. The City further
reserves the right to accept or reject any or all bids/proposals, and to award or not award a contract
based on this proposal.
6. E-VERIFY COMPLIANCE: The Contractor shall comply with the requirements of Article 2 of Chapter 64
of the North Carolina General Statutes. Further, if the Contractor utilizes a Subcontractor, the
Contractor shall require the Subcontractor to comply with the requirements of Article 2 of Chapter 64 of
the North Carolina General Statutes. By submitting a proposal, the Proposer represents that their firm
and its Subcontractors are in compliance with the requirements of Article 2 Chapter 64 of the North
Carolina General Statutes.
7. CONFLICT OF INTEREST: Each proposer shall affirm that no official or employee of the City of
Greenville is directly or indirectly interested in this proposal for any reason of personal gain.
8. EQUAL EMPLOYMENT OPPORTUNITY CLAUSE: The City of Greenville has adopted an Equal
Employment Opportunity Clause, which is incorporated into all specifications, purchase orders and
contracts, whereby a vendor agrees not to discriminate against any employee or applicant for
employment because of race, color, religion, sex, national origin or ancestry. By submitting a proposal,
the firm is attesting that they are an Equal Opportunity Employer.
9. NCDOT's RS-2 Forms: Completed RS-2 forms SHALL be submitted with the firm's letter of interest.
This section is limited to the number of pages required to provide the requested information. For the
Prime Consultant firm, submit Prime Consultant Form RS-2 Rev 1/14/08. If Subconsultants are allowed
under this RFLOI and if any/all Subconsultants firms to be, or anticipated to be, utilized by your firm;
submit Subconsultant Form RS-2 Rev 1/15/08. In the event the firm has no subconsultant, it is required
that this be indicated on the Subconsultant Form RS-2 by entering the word "None" or the number
"ZERO" and signing the form. Complete and sign each Form RS-2 (instructions are listed on the form).

10. FEDERAL LAW: Federal law (Rehabilitation Act and ADA) prohibits handicapped discrimination by all
governmental units. By submitting a proposal, the vendor is attesting toits policy of nondiscrimination
regarding the handicapped.
11. TAXES: Sales taxes may be listed on the proposal, but as a separate item. No charge will be allowed
for Federal Excise and Transportation tax from which the City is exempt.
12. WITHDRAWAL OF PROPOSALS: No bid/proposal may be changed or withdrawn after the stated time
and date for submittal. Bids/proposals submitted shall be binding for ninety (90) days after the date of
submittal.
13. SERVICES PERFORMED: All services rendered under this agreement will be performed at the Seller's
own risk and the Seller expressly agrees to indemnify and hold harmless The City of Greenville, its
officers, agents, and employees from any and all liability, loss or damage that they may suffer as a
result of claims, demands, actions, damages or injuries of any kind or nature whatsoever by or to any
and all persons or property.
