Project Description: Loyalsock Township will receive sealed bids, one (1) original plus two (2) copies, for Curb Cuts and Trun-cated Domes located in Loyalsock Township, Lycoming County. The Township will receive bids through PennBid or paper bids at the Loyalsock Township Municipal Building, 2501 East 3rd Street Williamsport, PA 17700, until 1:00 P.M., Local Prevailing Time, Tuesday, June 24, 2025. Bids will be publicly opened and read aloud at the regular Township meeting that evening at 7:00 at the Township Municipal Building.
Work shall consist of removing the existing sidewalk and curb areas as designated on the plan and in-stalling approximately thirty (30) new ADA-compliant handicap access concrete curb ramps with detecta-ble warning surface at various intersections with associated site clearing, traffic control and pavement and lawn restoration.
Prospective Bidders may review the Conformed Project Manual through the PennBid website. The Con-formed Project Manual will also be available at Bassett Engineering’s office and at the Township office during its normal business hours. Refer to the Bassett Engineering and PennBid websites (www.bassetteng.com & https://pennbid.procureware.com, respectively) for details of the contract, and updated plan holders lists. Prospective Bidders may purchase paper copies of the Conformed Project Manual from Bassett Engineering upon payment to Bassett Engineering of a non-refundable fee of $180 per set, plus a $60 mailing fee per set if applicable (or shipping account number).
Loyalsock Township will only accept Bids from interested parties who have purchased and received the Conformed Project Manual from Bassett Engineering OR those bidding through the PennBid website.
The Engineer will conduct a pre-bid meeting at 10:00 AM Thursday, June 12, 2025, at the Loyalsock Township Municipal Building - 2501 East 3rd Street, Williamsport, PA 17700. Pre-bid meeting attendance is recommended but not mandatory. The project site is available at any time for bidders to visit and examine.
Bidders must provide with their proposal (or bid) either a certified bank treasurer’s check, a certified cashier’s check payable to the order of Loyalsock Township, or a bid bond in the amount of ten percent (10%) of the bid. A Performance Bond and a Payment Bond, each for one hundred (100%) percent of the contract price, will be required upon award of the contract. The Bidder shall include the fully com-pleted Non-Collusion Affidavit with the bid. Bidders do not need to be PennDOT pre-qualified; however, bidders will be required to provide proof of prior appropriate experience upon request.
In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participa-tion in his/her aggregate on-site construction workforce for contracts in excess of $10,000.
Loyalsock Township is utilizing federal funds for this project and has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bid-ders/offerors must submit documentary evidence of minority and women business enterprises and Sec-tion 3 business concerns who have been contacted and to whom commitments have been made. Docu-mentation of such solicitations and commitments shall be submitted with the bid. In accordance with the Buy America, Build America Act Loyalsock Township must also adhere to such requirements, the bid-ders/offerors must adhere to these requirements and submit the included certification.
Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for con-tracts of $25,000 or more. For projects which the amount of HUD or CDBG funding exceeds $200,000 the CONTRACTOR must attempt to meet the minimum numerical goals of which 25% or more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 pro-ject are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. The Township, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project.
Loyalsock Township may hold bids for up to 60 days from the date of opening for the purpose of review-ing the bids and investigating the qualifications of the Bidders prior to awarding the contract. The Town-ship reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
