I. PURPOSE AND INTENT
On May 16, 2025, a mile-wide EF-3 tornado produced catastrophic damage across approximately ten
square miles of the City of St. Louis, affecting more than 10,000 homes and businesses. The City of St.
Louis, through the Mayor's Office of Recovery, is delivering a coordinated program of repair assistance,
debris removal, hazardous tree removal, and demolition in the affected area.
Water service taps at properties that have been demolished or are scheduled for demolition must be
located, shut, and destroyed so that they cannot be reused, and the public right-of-way must be
restored. The volume of demolition in the recovery program requires tap destruction at scale and on a
schedule that supports limited disruption to impacted residents.
The City of St. Louis Office of Recovery, in coordination with the Building Division, the Water Division,
and the Street Department, requests proposals from qualified, licensed plumbing contractors for the
destruction of a minimum of 350 water taps to be contracted, together with all associated excavation,
permitting, traffic control, inspection coordination, backfill, and restoration of the public right-of-way.
It is anticipated that one or more firm-fixed, unit-price contracts will be awarded from this Request for
Proposals ("RFP"). The City reserves the right to make multiple awards by geographic zone or by
groups of locations if determined to be in the City's best interest. In the event of multiple awards, a
minimum of fifty (50) locations will be included in each contract.
