Project Description: The purpose of this Request for Proposal (RFP) is to enter into a contract with a qualified and licensed consulting firm to provide a comprehensive compensation and benefits market study for the Unified Police Department (UPD). The purpose of the study will be to evaluate the competitiveness, equity, and effectiveness of the department’s salary and benefits programs for all sworn and civilian personnel. The project will also include a review of all current job descriptions to ensure alignment with industry standards and internal equity. The selected firm will identify strategies and philosophies of competitive agencies to include recruitment, retention, bonus/ incentives, etc. The contractor will work both independently and in coordination with an appointed representative of the UPD. The Unified Police Department of Greater Salt Lake hereinafter may be referred to as UPD. Due to budget constraints, UPD may choose to have the selected consultant complete the Compensation and Benefits Analysis and defer or eliminate the Job Description Review and Update wholly or in part.
All offerors are expected to thoroughly read all documents contained in this package including any and all attachments.
The contract resulting from this solicitation will be for a term of one (1) year and may be renewed for one (1) additional year term, subject to annual appropriation. Renewals will be initiated at the sole discretion of UPD and completed in writing with mutual consent. At the end of the term, any project(s) currently in progress will be completed in a timely manner. No additional new projects will be assigned after the RFP Agreement expires or terminates.
Written questions shall be submitted electronically through Bonfire, the State of Utah’s Purchasing Platform, by Wednesday, July 23rd, 2025, at 12:00 p.m. MST. Changes to the specifications will be released in an addendum to the “Request for Proposal.” If an offeror does not have Bonfire, they may email questions to awatrous@unifiedpoliceut.gov. Emailed questions will also be posted on Bonfire by UPD, with the answer, so that all respondents can see all questions and answers. Questions will not be accepted past Wednesday, July 23rd, 2025, at 12:00 p.m. MST. Do not contact UPD officers or employees, or selection committee members.
Bids must be submitted via the State of Utah’s Purchasing Platform, U3P/Bonfire by Friday, July 25, 2025, at 4:00 p.m. MST. Attachment A: Pricing must be attached separately. No responses will be accepted after the closing date and time.
