Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Clearview Land Design, P.L., in the amount of $830,609.34, effective upon issuance of Notice to Proceed through September 30, 2029, for the purchase of the ClearCast system that consists of compound flood forecasting, impact analysis, and mapping systems to enhance the County’s ability to manage flood risk. The ClearCast system integrates real-time forecasted rainfall, tides, and storm surge into simulations to determine flood inundation and infrastructure risk. The system leverages the County Watershed Management Master Plan models, data from the National Oceanic and Atmospheric Administration, and data from the U.S. Geological Survey and Southwest Florida Water Management District gauges to produce a range of outputs. These outputs include time series of predicted water levels, flood inundation maps that visualize the extent and depth of predicted flooding, economic impact analysis to estimate structural damage, contents loss, and debris generation, and roadway specific outputs that include metrics for flood depth, duration, and potential service disruption delivered through a GIS-integrated web dashboard that presents interactive data. This procurement is being made in accordance with Section 3-205(2)(a) of the County’s Procurement Policy as Clearview Land Design, P.L. is the only vendor that makes the item (ClearCast) meeting salient specifications listed above. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source Project and must be submitted using the “submission” section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
