The City of Florissant, acting as the Local Public Agency (LPA), is soliciting bids for the Mullanphy Road Resurfacing project, Federal Project No. STP-4901(650), located in St. Louis County, Missouri. The project consists of milling and overlaying the asphalt section of Mullanphy Road from Shackelford Road to Patterson Road, constructing new sidewalk on the south side of Mullanphy Road from Loveland Drive to Vesper Drive, replacing existing curb ramps with ADA-compliant curb ramps throughout the project limits, and associated grading, pavement repair, entrance reconstruction, and storm sewer improvements.
The project is administered under the City of Florissant's LPA agreement with MoDOT and is developed in accordance with the St. Louis County Standard Specifications for Road and Bridge Construction (current edition) and St. Louis County Standard Drawings, per the City's certified Plans, Specifications & Estimate (PS&E) package.

Sealed bids for Mullanphy Road Resurfacing – STP-4901(650) must be submitted electronically no later than 10:00 AM CDT on Wednesday, September 9, 2026, at which time bids will be publicly opened and read aloud in the 1st Floor Conference Room, Florissant City Hall, 955 Rue St Francois, Florissant, MO 63031.

STP-4901(650) is a federally funded Surface Transportation Program project administered locally by the City of Florissant under FHWA and MoDOT oversight. NEPA environmental clearance for the entire project was obtained on October 30, 2024, and right-of-way clearance was certified by MoDOT on April 15, 2026.
Utility coordination has been substantially completed. Ameren Missouri maintains overhead power facilities along the south side of Mullanphy Road and will relocate one conflicting pole prior to construction. AT&T, Charter Communications, and MCI/Verizon facilities are clear of conflicts. Spire Gas and Missouri American Water maintain underground mains beneath the roadway; no conflicts are anticipated, though valve adjustments to grade will be coordinated with each utility during construction. There are no railroads within or adjacent to the project limits. Based on this status, utility work is not expected to impact the contractor's progress.
The contract carries 100 Working Days for completion on May 14th, 2027, with liquidated damages assessed at $1,100 per day for failure to complete work within the allowed contract time.
