Envelope Marking: Clearly marked “Newport Borough CDBG Project – RFQ”
Preliminary engineering/architectural studies
Design and cost estimating
Preparation of construction documents
Bidding assistance
Construction administration and inspection
Compliance with all applicable CDBG regulations and federal requirements
Statements of Qualifications must include:
Firm name, address, and contact information
General description of firm (including size, capabilities, and areas of expertise)
Resumes of key staff assigned to the project
Relevant project experience (especially CDBG-funded projects)
References from similar projects
Documentation of MBE/WBE and Section 3 business participation efforts
Proposals will be evaluated based on:
Experience with CDBG-funded projects
Qualifications and availability of personnel
Past performance and references
Capacity to complete work in a timely manner
Evidence of efforts to solicit and utilize MBE/WBE/Section 3 firms
All work must comply with CDBG regulations and federal requirements, including:
Davis-Bacon wage rates
Section 3 participation goals
Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) goals
Selected firm must maintain adequate insurance coverage and provide proof prior to contract execution
Newport Borough reserves the right to:
Reject any or all submissions
Waive informalities
Negotiate with selected firm
