The City of Mission will receive sealed bids from qualified firms to purchase twenty (20) AED units and two (2) training units to replace aging equipment until 4PM, September 11, 2026, at Mission Police Department, at which time, the bids received will be opened and publicly read. Any contract that may be awarded in response to this Notice to Bidders shall be selected and offered at the complete and sole discretion of the City of Mission. The City of Mission reserves the right to reject any or all bids and to waive informalities or irregularities in bids.

Each bid shall be made on printed forms included with these bid documents. Bids shall be submitted to the Mission Police Department at 6090 Woodson St, Mission, KS 66202 in sealed envelopes and shall be marked “City of Mission, KS – AED Replacement”.  Bids received after the time and date above specified shall be returned, unopened, to the Bidder. To whom it may concern,
The City of Mission is seeking proposals from qualified vendors to provide replacement
Automated External Defibrillators (AEDs) for deployment throughout City facilities and vehicles.
The selected vendor will supply devices that meet the operational, durability, and data
accessibility needs of the City and its public safety partners.
The City intends to purchase twenty (20) AED units and two (2) additional training units to
replace aging equipment currently in service across multiple departments. Devices must be
modern, reliable, rugged, and fully compatible with Johnson County Med-Act's post-event data
systems. Training must also be provided on the selected units.
Interested firms are specifically directed to the Scope of Work and Minimum AED Requirements
sections of this document. Proposals should include pricing for all units, delivery timelines,
warranty details, extended warranty alternatives, device training, and all relevant support
information.
Proposals must include the information identified in the Proposal Submission Requirements
section, including vendor background and references and a statement of compliance with Med-
Act data requirements.
Proposals must be received no later than September 11, 2026 at 4:00 p.m. Central Time and
submitted electronically or in hard copy as specified in the Submission Instructions.

1. Project Overview
The City intends to purchase twenty (20) AED units and two (2) training units to replace aging
equipment currently in service across multiple departments. Devices must be modern, reliable,
rugged, and fully compatible with Johnson County Med-Act's post-event data systems.
2. Scope of Work
Vendors must provide 22 AED units that meet or exceed the specifications outlined below.
Proposals should include pricing for all units, delivery timelines, warranty details, extended
warranty alternatives, and all relevant support information.
3. Minimum AED Requirements
3.1 Device Construction
* AED units must have a rugged case suitable for public safety environments,
including:
* Shock-resistant and impact-resistant housing
* Weather-resistant seals for indoor/outdoor deployment
* Industry durability ratings (e.g., IP-rated, MIL-STD), if applicable
3.2 Included Equipment
Each AED package must include all necessary equipment for immediate operation:
* Adult defibrillation pads
* Pediatric pads or integrated pediatric functionality
* Long-life battery
* Required cables or connectors
* Rugged or hard-shell carrying case
* Quick-reference instructions
3.3 Functional Capabilities
* Clear audio and visual prompts
* CPR feedback (rate, depth, or metronome preferred)
* Automatic or semi-automatic shock modes
3.4 Data Access Requirement
* AEDs must support post-event data download by Johnson County Med-Act
* Export capability through USB, Bluetooth, Wi-Fi, or manufacturer-specific method
* File formats compatible with Med-Act's analysis systems
* Documentation confirming compatibility
3.5 Warranty
* Manufacturer warranty must cover the AED, battery, and pads

* Annual or periodic device inspections

INSTRUCTIONS TO PROPOSERS
IB-1. PROPOSALS
All bids shall be made on the forms provided in this bound volume of Bidding Documents and shall be in
compliance with the Notice to Bidders. All appropriate blanks shall be filled in and shall be signed by the
appropriate individual on behalf of him/herself or the entity submitting the bid. Each bid must be
enclosed in a sealed envelope plainly marked "BID FOR AUTOMATED EXTRERNAL
DEFIBRILLATOR (AED) REPLACEMENT"
All proposals shall be submitted in accordance with this document. Each proposal must be
complete, signed by an authorized representative of the proposer, and submitted by the
deadline stated in the RFP. The City reserves the right to reject any and all proposals.
IB-2. DEFINITIONS
"Alternative Proposal" means a proposed alternative to the requirements of the RFP that is
clearly identified and separately priced, if applicable.
"Proposal" means the offer submitted by a proposer setting forth the proposed equipment,
services, pricing, and other information requested by the City.
"Proposer" means any individual, partnership, corporation, association, or other entity
submitting a proposal.
"Contractor" means the entity entering into the contract with the City for the equipment and
services covered by the contract.
"City" means the City of Mission, Kansas.
IB-3. PROPOSER REPRESENTATIONS
* It has read and understands the bid documents, and its proposal is made in accordance with
its requirements.
* Its proposal is based upon the materials, equipment, systems, and services required by the
bid documents without exception, except for any clearly identified exceptions.
* It has familiarized itself with applicable state, federal, and local laws, regulations, and
requirements that may affect performance.
IB-4. BID DOCUMENTS AND ADDENDA
Proposers shall use complete sets of the bid documents in preparing proposals. The City will
not be responsible for errors or misinterpretations resulting from the use of incomplete
documents. Any interpretation, correction, or change to bid documents will be made by written
addendum. Proposers shall acknowledge receipt of all addenda in their proposals.
IB-5. INSURANCE
The Contractor shall secure and maintain, throughout the duration of the agreement, insurance
of such types and in at least such amounts as required by the City's applicable contract
documents. The Contractor shall provide certificates of insurance and renewals as required by
the City.
IB-6. ACCEPTANCE, REJECTION AND AWARD
The City reserves the right to reject any and all proposals, waive irregularities and informalities,
negotiate contract terms with the selected proposer, and disregard nonconforming or
conditional proposals. In evaluating proposals, the City may consider qualifications, compliance
with the prescribed requirements, total cost, long-term value, warranty offerings, technical
compliance, and other evaluation criteria identified in the bid documents.
IB-7. INDEMNIFICATION
The Contractor shall be required to indemnify and hold the City harmless as set forth in the

applicable contract documents.
IB-8. NON-DISCRIMINATION
The Contractor shall comply with all applicable City requirements concerning non-
discrimination, affirmative action, and sexual harassment.
IB-9. PROPOSAL VALIDITY
The proposer shall state any proposed limitations on the period for which its proposal remains
valid. The City may request an extension of proposal validity when necessary to complete the
evaluation and award process.
