Marin County Behavioral Health and Recovery Services (BHRS) is seeking proposals to provide comprehensive behavioral health services for Transitional Age Youth (TAY), ages 16–25, who are experiencing serious mental illness, First Episode Psychosis, or early signs of behavioral health challenges. This RFP will fund core specialty mental health services and up to two optional program components: a TAY Drop-In Center offering Early Intervention supports, and a TAY Transitional Housing program for youth experiencing homelessness or housing instability.
The primary program will deliver Medi-Cal billable behavioral health services for youth enrolled in Full-Service Partnership–Intensive Case Management (FSP-ICM) or Coordinated Specialty Care (CSC) for First Episode Psychosis, with referrals screened and coordinated through BHRS. Optional services include a low-barrier, voluntary Drop-In Center focused on outreach, engagement, and early intervention, and a Transitional Housing program providing short-term housing assistance tied to HUD Small Area Fair Market Rents and Managed Care Transitional Rent policies.
The initial contract term is three years (~July 1, 2026 – June 30, 2029), with the option to extend up to two additional years based on performance and funding availability. Total available funding includes up to $1,000,000 per year for behavioral health services, up to $450,000 per year for the optional Drop-In Center, and up to $65,000 per year for the optional Transitional Housing program, plus limited flexible spending funds. The program prioritizes youth who are at risk of homelessness, involved in child welfare or justice systems, or experiencing significant barriers to care, with an emphasis on equity, early intervention, and prevention of long-term disability.
