I. Purpose and Intent
Request for Proposals
The Land Clearance for Redevelopment Authority of the City of St. Louis (“LCRA”) seeks
proposals for Residential Real Estate Brokerage services to bring to the market and sell
approximately 15 newly constructed homes. Hereinafter, organizations interested in submitting a
proposal in response to this Request for Proposals (“RFP”) shall be referred to as “Respondents.”
Background and Project Description
Over the next approximately twelve (12) months, LCRA anticipates bringing approximately
fifteen (15) newly constructed homes to market. The program will include a mix of detached
single-family homes and townhomes. The homes are generally anticipated to comprise three
bedrooms, two-and-a-half bathrooms, a basement, and approximately 1,700 square feet of living
space.
The first detached single-family home is intended to serve as the program's initial show home and
is expected to be available for marketing and sale in October 2026. Additional homes are
anticipated to be released periodically thereafter.
The pilot program is intended to expand sustainable homeownership opportunities for income-
qualified households while supporting neighborhood revitalization and new residential investment
in North St. Louis.
The program will target households earning up to eighty percent (80%) of Area Median Income
(AMI), subject to the applicable program requirements and income limits in effect at the time of
purchase.
LCRA intends to select one brokerage firm through this RFP to serve as its selling agent for the
program.

II. Respondents’ Minimum Qualifications
Respondents must be licensed real estate brokerage firms licensed to provide residential brokerage
services in the State of Missouri. The selected firm must maintain all required City and State
licenses and insurance throughout the term of the assignment. Firms must demonstrate relevant
experience marketing and selling residential properties in the North St. Louis market, with
particular emphasis on new construction, infill housing, first-time homebuyers, and income-
qualified homeownership programs.
Respondents must also demonstrate the capacity to begin work promptly following selection and
to support the anticipated twelve-month sales program. The proposed team should have experience
coordinating with mortgage lenders, assisting prospective purchasers through prequalification or
pre-approval, supporting income eligibility documentation, managing offers and contracts, and
progressing transactions through closing.
III. Scope of Work
The selected brokerage firm will be expected to provide comprehensive residential real estate
brokerage and sales services for the program. Services are anticipated to include, but are not
necessarily limited to, the following.
1. Market Assessment and Sales Strategy
The selected firm shall:
Review the proposed homes, locations, anticipated pricing, target market, and program
requirements.
Provide advice regarding current North St. Louis residential market conditions and
comparable sales.
Provide recommendations regarding market positioning and pricing of individual homes.
Identify potential market barriers and recommend strategies for addressing them.
Develop a comprehensive marketing and sales strategy for the program.
Establish a proposed sales and marketing schedule for the anticipated twelve-month
program.
2. Marketing and Buyer Outreach
The selected firm shall:
Develop and implement a marketing plan for the overall program and individual homes.
Establish a marketing and buyer outreach program in advance of the anticipated October
2026 availability of the first show home.
List homes through the Multiple Listing Service (MLS), where appropriate.
Utilize appropriate digital, print, social media, brokerage, community, and other marketing
channels.
Conduct showings, open houses, and other buyer engagement activities.

Develop outreach strategies specifically appropriate to the North St. Louis residential
market.
Coordinate, where appropriate, with community organizations, lenders, housing
organizations, and other entities that may assist in identifying prospective purchasers.
Maintain a pipeline of prospective purchasers and provide periodic reporting to LCRA
regarding buyer interest and sales activity.
3. Buyer Identification and Qualification Coordination
The selected firm shall:
Identify prospective purchasers interested in the program.
Provide prospective purchasers with information regarding the homes and applicable
program eligibility requirements.
Conduct an initial assessment of whether prospective purchasers appear to meet program
requirements before significant sales resources are committed.
Work with prospective purchasers and mortgage lenders to encourage early mortgage
prequalification or pre-approval.
Seek, wherever practicable, to establish a prospective purchaser's approved purchasing
capacity before matching the purchaser with an available home.
Coordinate with lenders and LCRA/SLDC staff to facilitate timely verification of
purchaser eligibility.
Maintain appropriate documentation regarding the status of prospective purchasers.
4. Income Eligibility
The program targets purchasers with household incomes at or below 80% of Area Median Income
(AMI). The selected broker will be expected to assist prospective purchasers in understanding the
program's income eligibility requirements and coordinate the collection and submission of
information required to demonstrate eligibility.
LCRA anticipates that income verification will be coordinated with the purchaser's mortgage
qualification process wherever practicable. Prospective purchasers should therefore be mortgage
prequalified or preapproved by a mortgage lender, with sufficient documentation available to
establish both purchasing capacity and compliance with applicable program income requirements.
The brokerage firm is not expected to act as a mortgage underwriter or make the final
determination of program eligibility. Final eligibility will be determined or approved by LCRA
and/or its designated program administrator in accordance with applicable program and funding
requirements.
5. Offers, Contracts and Closing
The selected firm shall:
Assist qualified prospective purchasers in identifying homes appropriate to their needs and
approved purchasing capacity.
Prepare and submit offers and related transaction documentation.
Act as LCRA's selling agent and provide advice regarding offers received.

Assist with negotiation of purchase contracts as directed by LCRA.
Coordinate appraisal activities and review appraisal information where necessary.
Coordinate with purchasers, lenders, title companies, LCRA/SLDC staff, and other parties
necessary to complete each transaction.
Monitor financing and other contingencies.
Assist in resolving transaction issues through closing.
Provide all required sales and purchaser documentation to LCRA.
Support purchasers through closing on the purchase.
A prospective purchaser's eligibility and financing capacity must be confirmed before LCRA
approves a purchase transaction. Submission of an offer does not guarantee acceptance. LCRA
reserves the right to review and approve purchaser eligibility and to accept or reject any offer in
accordance with applicable program requirements.
6. Reporting and Program Coordination
The selected firm shall:
Designate a primary point of contact for LCRA.
Participate in regular coordination meetings as reasonably required.
Maintain current information regarding available homes, prospective purchasers,
qualification status, offers, contracts, and closings.
Provide periodic reports regarding marketing activity, buyer inquiries, showings, mortgage
qualification progress, offers, sales, and closings.
Provide market feedback regarding pricing, buyer response, financing issues, appraisal
considerations, and other matters that may affect successful sales.
Provide recommendations for adjustments to the marketing and sales strategy as the
program progresses.
IV. Required Proposal Contents
A. Transmittal Letter
Respondents shall provide a transmittal letter with authorizing signature for the
proposal. The letter must briefly summarize the Respondent’s ability and
willingness to perform the services required by the RFP.
B. Complete & Submit the Brokerage Services Proposal Form in Exhibit A.

your firm’s experience with prequalifying prospective purchasers for special
Federal or State assistance programs based on income or other criteria.
