NOTICE INVITING PROPOSALS
NOTICE IS HEREBY GIVEN that sealed proposals are invited by the City of Stockton,
California, for PUR 26-026 Prop 47 REDIRECT in strict accordance with the
specifications.
The City of Stockton, herein after referred to as the "City", is requesting proposals from
businesses or individuals, herein after referred to as "Proponent", to provide PUR 26-
026 Prop 47 REDIRECT to the City. The City is seeking competitive quotes from
qualified vendors to provide Client Support and Clinician Support for the Prop 47
REDIRECT Program. The selected vendor will deliver trauma-informed, culturally
responsive, and evidence-based clinical services to justice-involved youth and young
adults participating in REDIRECT.
Proposal specifications and forms can be obtained from the City of Stockton's website
at: www.stocktonca.gov/adminbid. Proposals must be marked "PUR 26-024 Prop 47-
REDIRECT" and emailed to city.clerk@stocktonca.gov or delivered (mail or in person)
on a USB flash drive to the Office of the City Clerk, City Hall, 425 North El Dorado
Street, Stockton, CA 95202, up to but not later than 2:00 pm (PST) on Thursday, April
23, 2026. Proponents will only be identified as responding to the RFP; no proposals will
be opened or read aloud. Each Proponent must be licensed in accordance with
applicable California State Law.
The City reserves the right to reject any/or all proposals received and re-advertise.

1.0 ISSUING BODY
This Request for Proposal ("RFP") is being issued by the City of Stockton, Office of
Violence Protection for the PUR 26-026 Prop 47 REDIRECT
2.0 BACKGROUND/SUMMARY
The REDIRECT Program, part of the Office of Violence Prevention (OVP) in the City of
Stockton, is a transformative initiative aimed at reducing recidivism and improving
stability for justice-involved youth and adults. The program is funded through the
California Proposition 47 Grant Program and focuses on diversion, behavioral health
support, and reentry services. It brings together community organizations, behavioral
health providers, justice system partners, and outreach professionals to address the
root causes of violence and justice involvement.
With this grant award, a designated amount of $100,200.00 has been budgeted to solicit
competitive quotes from qualified vendors to provide Client Support and Clinician
Support for the program. The selected vendor will deliver trauma-informed, culturally
responsive, and evidence-based clinical services to justice-involved youth and young
adults participating in the REDIRECT program through the grant cycle ending June 30,
2029.
3.0 SCOPE OF SERVICES
The City seeks a qualified service provider to:
*Complete a standardized intake within 7 days of referral.
*Conduct a clinical assessment that includes biopsychosocial assessments, risk/needs
evaluations, and treatment planning.
*Use evidence-based assessment tools
*Document all intakes and assessments in a secure, HIPAA-compliant system.
*Provide individual therapy sessions that follow evidence-based or evidence-informed
practices (CBT, MI, trauma-informed care, etc.).
Service volumes are estimates and may vary. Vendors will invoice according to actual
units rendered during the billing period.
All services must comply with professional standards, confidentiality requirements, and
the expectations of the Prop 47 grant.
The proponent must be able to maintain the documentation, reporting, and data tracking
required by the City and the Prop 47 grant.
Must be able to meet the City of Stockton's insurance requirements as set for vendor-
provided services, and provide coverage for the term of the contract.- This will be your
Proposed Scope of Services. See Exhibit 1 for technical, performance, and/or
functional specifications.

Prop 47- REQUIREMENTS
This RFP includes requirements that apply to non-governmental organizations that receive BSCC grant
funds as a contractor (referred as "subcontractor" in the grant). Grantees (City) are responsible for
ensuring that any contractor receiving grant funds continually meets these requirements as a condition
of receiving any Prop 47 funds. The RFP describes these requirements as follows. Any non-
governmental organization that receives Prop 47 funds must:
* Have been duly organized, in existence, and in good standing for at least six (6) months prior
to the start date of the applicant's Grant Agreement with BSCC.
Note: Non-governmental organizations that have recently reorganized or have merged with
other qualified non-governmental organizations that were in existence prior to the six (6)
month date are also eligible, provided all necessary agreements have been executed and
filed with the California Secretary of State prior to the start date of the applicant's Grant
Agreement with BSCC.
* Be registered with the California Secretary of State's Office, if applicable.
* Have a valid Employer Identification Number (EIN), and/or Taxpayer ID (if sole proprietorship).
* Have a valid business license, if applicable.
* Have any other state or local licenses or certifications necessary to provide the services
requested (e.g., facility licensing by the Department of Health Care Services), if applicable.

Grantees are required to update this list and submit it to BSCC any time a new third-party
subcontract is executed after the initial assurance date. Grantees shall retain (on-site) applicable
source documentation for each contracted party that verifies compliance with the requirements
listed in the Prop 47 RFP. These records will be subject to the records and retention language found
in Exhibits A and C of the Standard Agreement.
The BSCC will not reimburse for costs incurred by any third party that does not meet the
requirements listed above and for which the BSCC does not have a signed grantee assurance on
file.

4.0 PROJECT SCHEDULE OF EVENTS
The dates indicated within this RFP are the anticipated milestones for this project. All
dates are subject to change at the City's discretion. All changes to this schedule will be
posted on the City's Bid Flash platform.
5.0 SUBMITTAL REQUIREMENTS
5.1 PROPOSAL GUIDELINES, CONTENT, AND FORMAT
The City of Stockton uses a qualifications-based selection process in obtaining these
services. In order for the City to properly evaluate the Proponents' qualifications to
perform this work, the proposals shall include, as a minimum, the following information:
A. Evidence of the Proponent's ability to be responsive to this project in regard to
timeliness and expertise, including the availability of staff proposed to be assigned.
B. The Proponents are encouraged to expand on the Scope of Work to demonstrate
their expertise. Evaluation of the proposals will be based on qualifications, the
experience of staff proposed to be assigned to the project, references, and the
thoroughness of the Proponent's response to the Scope of Services.
C. Such additional information that the Proponent may feel would be pertinent to
assist the City of Stockton in making its final decision.
D. Please submit an electronic version of the proposal and cost proposal to
city.clerk@stocktonca.gov, or it can be hand-delivered or mailed (USB flash drive
required) to the City Clerk's Office, 425 N. El Dorado Street, Stockton, CA 95202.

E. Material and data not specifically requested for consideration, but which the
Proponent wishes to submit, must not appear with the Proposal but may appear
only in an "Additional Data" section. This specifically refers to the following types
of data: Generalized narrative of supplementary information and Supplementary
graphic material.
F. All proposals must be signed with the full name of the Proponent, if an individual;
by an authorized general partner, if a partnership; or by an authorized officer, if a
corporation.
G. When proposals are signed by an agent other than an officer of a corporation or a
member of a general partnership, the power of attorney authorizing the signature
must be submitted with the proposal.
H. The original proposal shall be signed. Modification to a proposal after the
proposal submittal deadline will not be accepted by the City.
6.0 SELECTION CRITERIA & EVALUATION
The City is interested in selecting a qualified proposer(s) capable of providing the scope
of work described in this solicitation and the resulting awarded contract. A key component
of a successful proponent will be the ability to meet the City's performance goals while
minimizing costs.
The Evaluation Panel will consist of the City of Stockton staff. Following review of the
proposals, the Panel may invite one or more Proponents to make an oral presentation.
During these presentations, the Proponent will be allowed to present such information as
may be appropriate, so that the Panel can effectively and objectively analyze all materials
and documentation submitted as part of the proposals.
Each proponent must be represented by an individual who will serve as the prime contact
to the City and to any other individuals the firm may select. The highest-rated proposal(s)
will then be further reviewed through financial analysis and reference checks.
Proposals shall be evaluated according to demonstrated understanding of required tasks,
technical approach to specified operations, qualifications of staff, the company's
experience, demonstrated knowledge of best practices for the identified scope, financial
business strength, and fee schedule proposal. Proper format and demonstrated
experience will merit consideration.
