This requirement is open only to those TBIPS Supply Arrangement Holders under EN578-170432 who qualified under Tier 1 ($0-$3.75M) and under the following catogories:

Stream 1: Application Services

A.1 Application/Software Architect (level 3)

Stream 3: Information Management/Information Technology Services

I.11 Technology Architect – (level 2 & 3)

Employment and Social Development Canada (ESDC) requires information and technology services to support the department’s program delivery mandate. This includes servicing business applications that support and streamline work processes, access data, and process millions of benefit-related transactions to address Canadians’ needs. Accompanied by an integrated solution for IT Services, ESDC requires support from professional IT resources to ensure continuity and quality of service.

The objective of this contract is to build and support services for the following non-discretionary projects Canada Dental Care Plan (CDCP) - Applications Renewals, Old Age Security (OAS) on Benefits Delivery Modernization (BDM) - Production Delivery and Enhancements, Employment Insurance (EI) on BDM - Self-Employment Benefits.

This procurement is conditionally set aside under the federal government Procurement Strategy for Indigenous Business (PSIB). In accordance with the requirements for conditionally set aside procurements of the PSIB, if there are two (2) or more responsive bids with a valid Indigenous Business Certification, only those responsive bids will be eligible to be awarded a contract; otherwise, all responsive bids will be eligible. For more information on Indigenous business requirements of the Set-aside Program for Indigenous Business, see Annex 9.4 of the Supply Manual.
