This is a non-personal services requirement for a 5-year ordering period. This requirement will be 100% small business set-aside, provided two (2) or more qualified small businesses respond to this notice with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if two (2) or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.
This notice is issued solely for information and planning purposes – do not reply with pricing information. This does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), Request for Proposal (RFP), or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is 541620, Environmental Consulting Services with a size standard of $19.0 million and the product service code (PSC) is F999, Other Environmental Services.
Tasks associated with this requirement will include, but are not limited to, providing onsite support personnel for implementation of actions supporting Cultural Resources, Fish and Wildlife Technical Support Services, Integrated Natural Resources Management Plan (INRMP), Integrated Cultural Resources Management Plan (ICRMP), and the National Environmental Policy Act (NEPA). Contractor personnel will 1) provide administrative and technical services to Fort Campbell’s Cultural Resources Management Program, to avoid, minimize, and mitigate for adverse effects to historic properties by military training, construction, and other installation activities; 2) conduct fieldwork services, provide site observations, conduct in-house archaeological identification surveys, monitor sites with known or suspected human remains, verify location, provide GIS site info 3) provide technical services and perform various support functions relating to collection, interpretation, recording, storage, dissemination, and reporting of environmental data necessary to execute and sustain installation initiatives in order to meet National Historic Preservation Act (NHPA) April 2018, Native American Graves Protection and Repatriation Act (NAGPRA), Archaeological Resources Protection Act (ARPA), and NEPA compliance, and 3) provide technical biological services supporting endangered species, wetlands, game and non-game management necessary to meet regulatory compliance with the Endangered Species Act (ESA), Migratory Bird Treaty Act (MBTA), Clean Water Act (CWA), Sikes, and various state regulations.
