The Village of Schaumburg, IL will accept proposals via the Village's e-Procurement Portal, OpenGov https://procurement.opengov.com/portal/villageofschaumburg for 2025-RFP-070 , Human Resources Information Systems Solution and Implementation Services to be received no later than Tuesday, November 25, 2025 , 5:00 pm . Proposals submitted after the specified time will not be accepted.
The Village is issuing this RFP to acquire information to assist the Village with reviewing vendor capabilities and solutions currently available for a software platform to manage the Village’s Human Resources (HR) Department processes.

The Village will review all responses and use the information received from this RFP to consider the available options and solutions to further develop a budget plan.
Schaumburg is the largest center of economic development in the State of Illinois, outside the City of Chicago. In addition to the 9.5 million square feet of retail and restaurant space, the village has over 12 million square feet of office space and 13.5 million square feet of industrial space.

The Village of Schaumburg was incorporated on March 7, 1956, and is located approximately 26 miles northwest of downtown Chicago. The Village is bordered by Interstate 290 on the east and Interstate 90 runs near its northern border. More than 99% of the Village is in Cook County, with a small portion located within DuPage County. The Village currently has a land area of 19.2 square miles and serves a population of 78,723. The Village is a home-rule community as defined by the Illinois Constitution, meaning that it has no tax rate or debt limits, nor is it required to conduct a referendum to authorize additional debt or to raise taxes. The Village operates under the council-manager form of government. Policy-making and legislative authority are vested in the Village Board, which consists of a Village President and six trustees elected at large. A Village Manager is hired by the Village Board to carry out the policies and ordinances of the Board and to oversee the day-to-day operations of the Village. The Village provides a full range of municipal services, including public safety, roadway maintenance, public improvements, planning and zoning, inspections, water and sewer services, cultural and other social services, transportation, and general administrative services. The Village also operates a convention center and 500-room hotel, a regional airport, and a baseball stadium that houses an independent league professional team.
The Human Resource Department’s primary functions include recruitment of new employees, administration of the Talent Management Plan, management of employee and labor relations, administration of employee benefits, engagement, and wellness programs, facilitation of the performance management process, provision of professional development opportunities for employees, management the self-insured workers’ compensation program, maintenance of employee records, management of employee risk and safety initiatives, administration of the six collective bargaining agreements, and the provision of many other vital services for the village’s employees from their first day of work through retirement.
