Summary
The purpose of this RFP is to obtain liquidation services for a large retail space.
Background
The City of Norfolk (“City”) is in the process of redeveloping a large retail parcel known as MacArthur Center (the “Center”), located at 300 Monticello Ave, Norfolk, VA 23510. The Center is a 1.2 million square foot mall with 400,000 square feet of shops and another 100,000 squarefeet of food and entertainment, including a movie theater containing eighteen (18) auditoriums with 600 seats. The Center fully closed on June 27, 2026, with demolition anticipated for late 2027. The City requires a layered decommissioning liquidation to commence in late 2026 or early 2027.
