The Project consists of site work and construction of an approximately 4,300-square-foot, one-story addition to the existing Animal Shelter. The Work includes, but is not limited to, site clearing and preparation, site paving, fencing, and construction of animal housing areas for dogs, cats, and exotic animals.
The Base Bid includes construction of the Animal Shelter addition in accordance with the Contract Documents and applicable building codes. The building construction is classified as Type VB (5B) construction.
The Work shall include all associated mechanical, plumbing, electrical, and related building systems necessary for a complete and fully operational facility. All work shall be performed in accordance with the plans, specifications, applicable codes, regulations, and requirements of the Authority Having Jurisdiction.
Because the existing Animal Shelter will remain operational throughout construction, the awarded Contractor shall coordinate with the Owner to develop and implement a comprehensive Site Safety and Phasing Plan prior to the commencement of construction. The plan shall address, at a minimum, safe access and egress, separation of construction activities from shelter operations, protection of staff, visitors, animals, and contractors, maintenance of required utilities and services, noise and dust control, and coordination of construction activities to minimize disruption to ongoing shelter operations.
The Contractor shall maintain a safe and secure environment throughout the duration of the Project and shall coordinate all construction activities with the Owner to ensure that the Animal Shelter remains operational to the greatest extent practicable during construction.
Formal sealed bids for furnishing all labor, tools, equipment and materials for this project will be received by Iredell County Purchasing Division.

. The scheduled pre-bid meeting is to visit the site and become familiar with the general, local, and site conditions that may affect cost, progress, and performance of the work.
Sealed bids are due to the Purchasing Officer no later than 2:00 pm , local time on Tuesday, September 15, 2026 . Shortly thereafter, all responsive bids will be opened, read aloud and recorded during a public meeting in the South Wing Conference Room, Iredell County Government Center, 200 S. Center Street, Statesville, NC 28677.
Bids will be opened at the time and place indicated and, unless obviously nonresponsive, read aloud publicly. All bids opened become public information and a tabulation of the amounts of the base Bids will be made available to Bidders after the opening of Bids. All Bids will remain subject to acceptance for the period of time stated in the Bid form, but OWNER may, in its sole discretion, release any Bid and return the Bid security prior to the end of this period.
Bid delivery must be enclosed in a sealed envelope and delivered, no later than the date and time listed above, to Mrs. Antonia Stines, Purchasing Officer, Iredell County, 200 S. Center Street, Statesville, NC 28677 (in person, courier, UPS, FedEx) or, if mailed, PO Box 788, Statesville, NC 28687. The Bidder’s name, address and License Number must be plainly marked on the outside of each envelope. Also, the outside of sealed bid envelope must be plainly marked “Sealed Bid, Iredell County Animal Services Expansion Project”.
BID SECURITY - To be considered, all bids must be accompanied by a bid bond of no less than five percent (5%) of the total amount of the bid by the contractor as guaranty that, if the bid is accepted, the Bidder will execute the contract and deliver required Performance and Payment Bonds within (14) fourteen business days after Notice of Award (by the Board of Commissioners). Bids shall be valid for a period of no less than 90 days after submission; any bid withdrawal shall be limited and handled according to NC General Statute.
BID BONDS MUST BE IN A SEPARATE ENVELOPE LABELED AS SUCH. Acceptable form is a bid bond surety or security (cashier’s check) in the amount of 5% of the total submitted bid. No cash, personal or company checks will be accepted.
ADDITIONAL REQUIREMENTS: Bidders must also submit an E-Verify Affidavit and an Iran Divestment Act Certification. All bidders who intend to sub-contract any portion of the work must advertise for sub- contractors in a local newspaper and recruit locally. However, nothing in this writing is meant to suggest an award must be made to any sub-contractor that does not submit the lowest responsive, responsible proposal on the work.
