The Minnesota Department of IT Services (MNIT), on behalf of the Minnesota Department of Human Services (DHS), intend to renew an agreement with SAS Institute, Inc., for up to 24 months for the continued use of SAS Viya. SAS Viya is a cloud-based analytics platform that provides DHS with the ability to perform required Medicaid reporting, evaluation and data quality activities, and retain the required security and functionality required to processes the many recurring and required Medicaid data management activities.
The State has a Master License Agreement with SAS Institute, Inc., Contract No. 55313. Contract No. 55313 grants the State a non-exclusive, nontransferable, and non-assignable license for the use of SAS software with designated operating systems. Because SAS Institute, Inc., retains exclusive ownership rights to the data collected, and the licenses are proprietary and are not available through third-party resellers, the State believes this renewal is a sole source.
