Notice is hereby given that Bids will be received for a Septic System Replacement project for
the Jasper County Fire-Rescue Station 25 located at 2721 Levy Road, Hardeeville, SC 29927, by
Jasper County, South Carolina, (the “County”) until Wednesday, February 18, 2026, at 3:00
p.m. at which time all Bids received will be publicly opened and read aloud in the Jasper County
Council Chamber.
To be deemed “received,” the Bid may be submitted electronically through the County’s
Vendor Registration webpage to ensure that it remains sealed until the scheduled bid opening
date and time. A link to the County’s Vendor Registration webpage may be found under Bids
& Solicitations, on the County’s website at www.jaspercountysc.gov/services/bids-and-
solicitations/.
The Bid may also be submitted via mail or hand delivered in a sealed envelope to the
address below with “Sta 25 Septic IVTB #2026-4” written on the outside of the envelope.
It must be received no later than 3:00 p.m. on Wednesday, February 18, 2026. Bidders
choosing to submit a hard copy should submit an original and two copies. Any Bid
submitted or delivered after the above time will NOT be accepted under any circumstances.

DESCRIPTION
Replace the complete septic system for fire station 25. The building has 5 bathrooms and 3
showers that are used daily by 4 to 5 people with times of increased occupancy due to volunteer
training, students, etc.
SCOPE OF WORK
Provide all labor, materials, equipment and services necessary to replace the complete septic
system including, as necessary but not limited to the following:
• Site assessments
• Soil testing
• Applications
• Inspections
• Designing the system
• Permits and Approvals
• Removal and disposal of existing system
• Supply and installation of new system
o Septic tank
o Distribution box (if needed)
o Leach field
o Any additional items or equipment
• Backfilling and compacting the soil
• Restore landscaping (seeding or sod)
• Final inspections and approvals
• Provide copies of all documentation to Jasper County Fire-Rescue

All Bids should include any job-related permits, fees, and licenses, and South Carolina and local
sales taxes (9%).
QUESTIONS
Any questions regarding this Bid must be submitted in writing via email to
ssmith@jaspercountysc.gov or asaxon@jaspercountysc.gov or through the vendor registration
portal located on Jasper County’s Bids and Solicitations webpage,
https://www.jaspercountysc.gov/services/bids-and-solicitations/ NO LATER than Wednesday,
February 11, 2026, by 2:00 pm.
All submitted questions will be addressed and posted on Jasper County’s Bids and Solicitations
webpage and the vendor registration portal on Friday, February 13, 2026.
BID INSTRUCTIONS
Bids should be typed on company letterheads or on a document which provides the Bidder’s
name, address, phone number, and other pertinent contact information, and reference “Sta 25
Septic IVTB #2026-4.”
The successful Bidder will be required to furnish an Internal Revenue Form W-9, all appropriate
business licenses (including DHEC septic system license), and a certificate of insurance showing
evidence of liability and workers compensation coverage in the amounts listed below. The
Bidder shall be a currently licensed septic installer with the South Carolina Department of Health
and Environmental Control.
INSURANCE REQUIREMENTS
The successful Bidder shall be required to provide proof of insurance in the following amounts.
1. Workers' Compensation - The vendor shall provide coverage for its employees with
statutory workers' compensation limits, and no less than $1,000,000.00 for Employers'
Liability. Said coverage shall include a waiver of subrogation in favor of the Owner and
its agents, employees, and officials.
2. Commercial General Liability - The vendor shall provide coverage for all operations
including, but not limited to Contractual, Products and Completed Operations, and
Personal Injury. The limits shall be no less than $1,000,000.00, per occurrence, with a
$2,000,000.00 aggregate.
3. Business Automobile Liability - The vendor shall provide coverage for all owned, non-
owned and hired vehicles with limits of not less than $1,000,000.00, per occurrence,
Combined Single Limits (CSL) or its equivalent.

All Bids will remain subject to acceptance for sixty (60) days after the day of the Bid reading.
Jasper County (the Owner) reserves the right to cancel this solicitation, or all Bids may be rejected,
including without limitation, the right to reject any or all nonconforming, non-responsive,
unbalanced, or conditional Bids. The Owner also reserves the right to waive all informalities not
involving price, time, or changes in the Work and to negotiate contract terms with the successful
Bidder.

Appendix A
The site currently has a septic system that was originally designed for a 2-bathroom facility with
very limited occupancy and little use. As time has passed, the facility has received numerous
upgrades and currently has 5 bathrooms, 3 with showers, and 5 bedrooms. Occupancy varies
from 4 to 5 personnel with times of increased occupancy due to volunteer training, students, etc.
The current site also does not percolate very well. The replacement system needs to consider the
increased occupancy and the poor performance of the soil in the area.
