NOTICE TO BIDDERS
Sealed Bids for the Ridgewood Water 2026 Distribution Main Improvements will be received by the Village of
Ridgewood, in the Courtroom, Level 4 of Village Hall, 131 North Maple Avenue, Ridgewood, New Jersey 07451 on June
23, 2026 at 10:00am, prevailing time, at which time and place they will be publicly opened and read aloud. No Bids will be
accepted after said hour.

2026 DISTRIBUTION MAIN IMPROVEMENTS

The work shall include all of the equipment and material necessary to perform this project in accordance with the requirements
of the Village of Ridgewood, New Jersey 07451 as needed and described in these specifications. The work generally consists
of, but is not limited to, the following: furnishing and the installation of approximately 1,100 linear feet of eight-inch (8”),
and approximately 6,350 linear feet of twelve-inch (12”) ductile iron class 54 water main replacement along West Glen
Avenue in Ridgewood. The Contractor shall also install client furnish materials, including two (2) 2-inch communications
conduits, vaults, and all appurtenances. The project includes temporary watermain by-pass for Glen Hill Pressure Zone and
temporary watermain by-pass for Intermediate Pressure Zone, as the watermain is anticipated to be installed within the same
trench as existing. The project includes a Specialty Crossing of NJ Transit Railroad. The Specialty Crossing shall be
constructed such that the safe operation and maintenance of the existing NJ Transit Railroad within the R.O.W. is not
diminished. The Specialty Crossing includes all necessary work, complete in place, including 24” steel casing pipe
installation, 12” watermain, 4” welded steel casing vents, fiber optic conduits, stainless steel casing spacers, end seals, casing
pipe fill, cathodic protection anodes and test station installation, all excavation, backfill, all NJ Transit insurance requirements,
and all necessary work. The project will also consist of service connections, valves, fire hydrants, site restoration, paving,
hydrostatic testing, disinfection & dechlorination, traffic control including two (2) variable message boards) and all related
appurtenances. The contractor is responsible for providing all labor, supervision, trade skills, materials, and equipment
required for this project as described in the Construction Documents. Time is of the essence on this project.
The Contract will allow 180 calendar days for completion of the work from the notice to proceed.
The bidding documents are available on or after June 01, 2026 at https://www.suburbanconsulting.com under Bid Postings
and/or www.questcdn.com, Reference Quest Number 10225044. To be considered a plan holder, register with

the documents and become a registered plan holder as plan holder’s receive automatic notice of addenda and bid updates.
Only registered bidders will be allowed to submit a bid. Interested parties may view the bidding documents at no cost

The contractual obligation of the Village of Ridgewood under this Contract for these items is contingent upon the availability
of appropriated funds from which payment for this Contract can be made.
There will be a non-mandatory virtual pre-bid meeting for this project on Monday, June 08, 2026, at 10:00am, the
meeting will be held via Zoom Conference. Details for meeting access can be found in the Information to Bidders
section of the Bid Documents.
Prices quoted must be net and exclusive of all Federal, State and Local Sales and Excise Taxes. Bids may be submitted prior
to the bid opening in person or by mail, addressed to the Office of the Village Clerk. The Village assumes no responsibility
for loss or non-delivery of any bid sent to it prior to the Bid opening. All Bidders shall be listed on the plan holder list.
Each bid must be enclosed in a sealed envelope with the name of the bidder thereon and endorsed, BID responding to BID
NO. 2026-002 – 2026 Distribution Main Improvements. Do Not Open Until June 23, 2026 at 10:00am and must be
accompanied by all required forms. Bids shall be submitted to the Office of the Village Clerk, Village Hall, 131 North Maple
Avenue, Ridgewood, New Jersey 07451.
Any award or awards may be made at a later or subsequent time or meeting of the Village Council. All required forms are
to be submitted on the forms attached to the bid documents. No other forms will be accepted. The Contractor shall only
return the necessary forms, not the entire specification book.
The successful bidder shall comply with all applicable provisions of the Prevailing Wage Act, as determined by the New
Jersey Department of Labor. All contractors, their subcontractors, and material suppliers shall comply with all applicable
provisions of the Public Works Contractor Registration Act, pursuant to Public Law 1999 Chapter 238 and the Contractor
Business Registration Program, pursuant to Public Law 2004 Chapter 57.
The successful bidder shall furnish and deliver to the Village of Ridgewood a performance and payment bond in the amount
of 100 percent of the accepted bid amount as security for the faithful performance of the Contract. Additionally, the successful
bidder shall furnish policies or Certificates of Insurance required by the Contract. In default thereof, said checks and/or bonds
and the amount represented thereby shall be forfeited to the Village of Ridgewood as liquidated damages, not as a penalty.
Bids submitted by Bidders and/or Bidder's Insurance Company(ies) not chartered in the State of New Jersey, must
be accompanied by proper certificate(s) from the Secretary of State, indicating that such Bidders, Bidder's Insurance
Company(ies), and/or Surety Company(ies) is (are) authorized to do business in the State of New Jersey. The Village of
Ridgewood reserves the right to reject any or all bids, to waive any informality or to accept a bid which, in its judgment best
serves the interest of the Village. No bids may be withdrawn for a period of sixty-days (60) after the date and time set for the
opening of bids.
"BIDDERS ARE REQUIRED TO COMPLY WITH THE REQUIREMENTS OF P.L.1975, C. 127. (NJAC 17:27) regarding
Affirmative Action, and Executive Order No. 11246 regarding equal employment opportunity, as amended". A complete
