NOTICE INVITING PROPOSALS
NOTICE IS HEREBY GIVEN that sealed proposals are invited by the City of Stockton,
California, for PUR 26-032 Transitional Housing Structures in strict accordance with
the specifications.
The City of Stockton, herein after referred to as the "City", is requesting proposals from
businesses or individuals, herein after referred to as "Proponent", to provide Transitional
Housing Structures to the City. The City is seeking proposals for
prefabricated/manufactured transitional housing units/tiny homes to create more family
dwelling capacity.
Proposal specifications and forms can be obtained from the City of Stockton's website
at: www.stocktonca.gov/eddbid. Proposals must be marked "PUR 26-032 MAY 28,
2026" and emailed to city.clerk@stocktonca.gov or delivered (mail or in person) on a
USB flash drive to the Office of the City Clerk, City Hall, 425 North El Dorado Street,
Stockton, CA 95202, up to but not later than 2:00 pm (PST) on Thursday, May 28,
2026. Proponents will only be identified as responding to the RFP; no proposals will be
opened or read aloud. Each Proponent must be licensed in accordance with applicable
California State Law.
The City reserves the right to reject any/or all proposals received and re-advertise.

1.0 ISSUING BODY
This Request for Proposal ("RFP") is being issued by the City of Stockton, Economic
Development Department for the procurement and installation of Transitional Housing
Structures.
2.0 BACKGROUND/SUMMARY
The City of Stockton is interested in proposals for prefabricated transitional housing
structures/tiny homes that can accommodate families. The purpose is to create more
family dwelling capacity, keeping them from homelessness while they await a more
permanent housing solution.
The plan is to create a community setting with as many structures feasible in an
approximate 5-acre area. At this time, the City cannot confirm the exact site for this
project. Because of the undetermined site(s), there is no exact quantity of units for this
project. The goal is that proponents will give us a sense of spacing by estimating the
number of units that may fit on a 5-acre area as an example.
For this community, there are two models being considered:
Model A - self-contained multi-sleeping/bedroom structures, including kitchen and
restroom facilities.
Model B - multi-sleeping areas/bedrooms that are not self-contained. Instead, central
structures would be erected within the property to accommodate restroom and kitchen
facilities in a communal style.
3.0 SCOPE OF WORK
This solicitation requests proposals that fit either or both models. Please be clear in
your proposal in identifying the amenities and pricing relevant to which model (A or B)
that is contained in submittals. The structures should vary in sizes ranging from two to
three+ bedrooms. The City has not yet confirmed plumbing and/or utility plans for this
project, therefore submittals containing solar or battery-powered utilities are also
welcomed.
Contractor will be responsible for delivery and setting of units, thus proposals should
include site requirements, per model type included in submittal.
All structures must meet current California Building Codes for temporary residential
structures.
The building requirements below are being considered for this community:
Manufactured / Factory-Built Housing:
* Must be constructed in compliance with the California Code of Regulations, Title
25, Division 1, Chapter 3.

* Must be reviewed and approved by the California Department of Housing and
Community Development (HCD).
* Must be affixed with a HCD insignia of approval and HUD labels (if applicable).
* Must be affixed to the property with a State (HCD) pre-approved foundation
system or a foundation system designed by a California licensed engineer.
* Compliant units and installations may be permanent improvements to the real
property.
Tiny Houses:
* Must be constructed in accordance with the latest edition of the California
Residential Code, including Appendix BB (Tiny Houses).
* Maximum of 400 square feet
* All mechanical, electrical, and plumbing systems must comply with the latest
edition of the California Mechanical Code, California Electrical Code, and
California Plumbing Code accordingly.
* Must meet all of the construction requirements of a conventional single-family
residential dwelling unit except for the provisions allowed by Appendix BB.
Emergency Sleeping Cabins:
* Must comply with the applicable provisions of the California Residential Code
Appendix CJ (Emergency Housing) or the California Building Code Appendix Q
(Emergency Housing).
* Emergency sleeping cabins shall have an interior floor area of not less than 70
square feet for one occupant. Where more than one person occupies the cabin,
the required floor area shall be increased at the rate of 50 square feet for each
occupant in excess of one. The interior floor area shall not exceed 400 square
feet, excluding lofts.
* Emergency sleeping cabins shall be designed to resist intrusion of wind, rain,
and to support the following live loads:
1. Floor live loads not less than 40 pounds per square foot of floor area.
2. Horizontal live loads not less than 15 pounds per square foot of vertical
wall and roof area.
3. Roof live loads not less than 20 pounds per square foot of horizontal roof
area.
4. In areas where snow loads are greater than 20 pounds per square foot,
the roof shall be designed and constructed to resist these additional loads.

* Habitable space and hallways in emergency sleeping cabins shall have a ceiling
height of not less than 80 inches. Bathrooms, toilet rooms and kitchens, if
provided, shall have a ceiling height of not less than 76 inches. Obstructions shall
not extend below these minimum ceiling heights including beams, girders, ducts,
lighting and other obstructions.
* Emergency sleeping cabins shall be provided with at least two forms of egress
placed remotely from each other. One form of egress may be an egress window.
When a loft is provided, one form of egress shall be an egress window, provided
in the loft space.
* If an emergency sleeping cabin contains plumbing or gas service, it shall comply
with all applicable requirements of the California Plumbing Code and
the California Mechanical Code.
* Emergency sleeping cabins shall be provided with all of the following installed in
compliance with the California Electrical Code:
1. Continuous source of electricity.
Exception: The source of electricity may be an emergency
generator or renewable source of power such as solar or wind
power.
2. At least one interior lighting fixture.
3. Electrical heating equipment listed for residential use and a dedicated
receptacle outlet for the electrical heating equipment.
Exception: Electrical heating equipment and a dedicated receptacle
outlet for the electrical heating equipment are not required if a
nonelectrical source of heating is provided.
4. At least one GFCI-protected receptacle outlet for use by the occupant(s).
* Emergency sleeping cabins shall be provided with means of ventilation (natural
and/or mechanical) allowing for adequate air replacement.
* Emergency sleeping cabins shall be provided with at least one smoke alarm
installed in accordance with the California Residential Code.
* If an emergency sleeping cabin contains a fuel-burning appliance(s) or a
fireplace(s), a carbon monoxide alarm shall be installed in accordance with
the California Residential Code.
* Only allowed as temporary solutions during a declaration of a state of
emergency, local emergency, or shelter crisis.

Conventional Single-Family Housing:
* Must be constructed in accordance with the latest edition of the California
Residential Code.
* All mechanical, electrical, and plumbing systems must comply with the latest
edition of the California Mechanical Code, California Electrical Code, and
California Plumbing Code accordingly.
* Regardless of the housing type provided, because this is city sponsored/initiated,
it will be considered public housing and subject to compliance with the
accessibility requirements of the California Building Code Chapter 11B, the 2010
ADA Standards, and the Fair Housing Act.
Compliant accessible routes required throughout the facility
o
5% of the units must be equipped with mobility features
o
2% of the units must be equipped with communication features
o
Accessible bathrooms/showers required
o
Accessible parking spaces (if provided)
o
All common use spaces (i.e. kitchens, play areas, etc.) must be accessible
o
4.0 PROJECT SCHEDULE OF EVENTS
The dates indicated within this RFP are the anticipated milestones for this project. All
dates are subject to change at the City's discretion. All changes to this schedule will be
posted on the City's Bid Flash platform.
5.0 SUBMITTAL REQUIREMENTS
5.1 PROPOSAL GUIDELINES, CONTENT, AND FORMAT
The City of Stockton uses a qualifications-based selection process in obtaining these
services. In order for the City to properly evaluate the Proponents' qualifications to
perform this work, the proposals shall include, as a minimum, the following information:
A. Evidence of the Proponent's ability to be responsive to this project in regard to
timeliness and expertise, including the availability of staff proposed to be assigned.
B. The Proponents are encouraged to expand on the Scope of Work to demonstrate
their expertise. Evaluation of the proposals will be based on qualifications, the
experience of staff proposed to be assigned to the project, references, and the
thoroughness of the Proponent's response to the Scope of Services.
C. Such additional information that the Proponent may feel would be pertinent to
assist the City of Stockton in making its final decision.
D. Please submit an electronic version of the proposal and cost proposal to
city.clerk@stocktonca.gov, or it can be hand-delivered or mailed (USB flash drive
required) to the City Clerk's Office, 425 N. El Dorado Street, Stockton, CA 95202.

E. Material and data not specifically requested for consideration, but which the
Proponent wishes to submit, must not appear with the Proposal but may appear
only in an "Additional Data" section. This specifically refers to the following types
of data: Generalized narrative of supplementary information and Supplementary
graphic material.
F. All proposals must be signed with the full name of the Proponent, if an individual;
by an authorized general partner, if a partnership; or by an authorized officer, if a
corporation.
G. When proposals are signed by an agent other than an officer of a corporation or a
member of a general partnership, the power of attorney authorizing the signature
must be submitted with the proposal.
H. The original proposal shall be signed. Modification to a proposal after the
proposal submittal deadline will not be accepted by the City.
6.0 SELECTION CRITERIA & EVALUATION
The City is interested in selecting a qualified proposer(s) capable of providing the scope
of work described in this solicitation and the resulting awarded contract. A key component
of a successful proponent will be the ability to meet the City's performance goals while
minimizing costs.
The Evaluation Panel will consist of the City of Stockton staff. Following review of the
proposals, the Panel may invite one or more Proponents to make an oral presentation.
During these presentations, the Proponent will be allowed to present such information as
may be appropriate, so that the Panel can effectively and objectively analyze all materials
and documentation submitted as part of the proposals.
