APEX Accelerators are an official government contracting resource for small businesses. Find your local APEX Accelerator (opens in new window) for free government expertise related to contract opportunities.
APEX Accelerators are funded in part through a cooperative agreement with the Department of Defense.
The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Department of War Education Activity (DOWEA) is seeking information from eligible institutions of higher education on potential approaches, capabilities, and standard practices for establishing formal, industry‑standard MOUs or MOAs to support dual or concurrent enrollment opportunities for DoWEA high school students in accordance with Section 2164c of the FY26 NDAA. This RFI is intended to inform planning for a possible system‑wide dual enrollment program by gathering input on institutional models, agreement frameworks, academic alignment, credit transferability, instructional delivery, and student support considerations that could be implemented consistently across DoWEA’s global school system. This notice is for information and planning purposes only and does not constitute a solicitation or obligate the Government to enter into any agreement.
Please reference attached RFI document HE125426RFI0005 for more info.
