Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Solicitation for Commercial Products or Commercial Services and FAR Subpart 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; firm, fixed-price quotations are being requested, and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-02, effective 01/03/2025. The U.S. Geological Survey (USGS), Earthquake Science Center (ESC) in Moffett Field, CA requires services to drydock, inspect, and repair the vessel David H. Peterson (also known as USGS R/V Peterson) in accordance with the attached statement of work, provisions, and clauses (45 pages attached). The David H. Peterson is a 64' aluminum catamaran with a 24' beam; 45 gross tons. It is located at the Port of Redwood City, CA and will not transit beyond the vicinity of the San Francisco Bay; it must be drydocked via synchro lift system.

This acquisition is issued as request for quote (RFQ)# 140G0325Q0020, set-aside for small business.

Firm, fixed-price purchase order is planned.

NAICS 336611 Ship Building and Repairing, associated size standard of 1,300 employees.

PSC J019 Maintenance, Repair, and Rebuilding of Equipment- Ships, Small Craft, Pontoons, and Floating Docks.

Estimated Period of Performance (subject to availability): March 17 - April 24, 20205 (preferred) or (August 18 - September 22, 2025)

FOB Destination: Redwood City, CA 94063

Evaluation method is trade-off factors considering the following (in accordance with provision FAR 52.212-2 attached):
- Skills/Technical Capability; including technical capability and capacity to perform in the required time
- Past Performance
- Price

Evaluating capability will include review of work plan and consideration of availability of equipment and personnel, availability to work and to meet the overall project timeline, contingency planning, etc.

Past performance is the measure of how well the prospective contractor has performed prior, similar work. Recent and relevant past performance is preferred. Submit at least two references with contact information.

Firm, fixed-price shall include base items in accordance with the attached SOW; optional items are subject to the Government's budgetary discretion and constraints.

It is the responsibility of the prospective contractor to submit sufficient information to allow a meaningful evaluation in each of these areas. Failure to do so will negatively impact evaluation.

USGS is tax exempt.

Contractor must be actively registered in System for Award Management (SAM, at www.SAM.gov) to be eligible for this award.

Please submit a firm, fixed price quote and a technical description of the product(s)/service(s) being offered in sufficient detail, including product literature, references, and any other necessary documents. Along with your quote, please also provide the following:
1. Signed, standard form (SF) 18
2. SAM Unique Entity Identification (UEI) number
3. Availability for Period of Performance
4. Estimated turnaround time

It is the responsibility of all interested parties to check periodically for any amendments to the solicitation. All amendments must be signed and included when the quote is submitted.

General availability for site visit is Monday-Thursday, 0630-1500 hours Pacific. Site visit is encouraged, but not required; by appointment only, and can be scheduled by emailing jongjoco@usgs.gov.

Questions are accepted only by email to jongjoco@usgs.gov, and are due no later than January 24, 2025 at 0900 hours Pacific.

All quotations and all supporting documentation must be submitted by email to jongjoco@usgs.gov no later than January 31, 2025, 0900 hours Pacific. Late submissions will not be accepted nor considered. Hard copies or any other means of submission will not be accepted nor considered.
