The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain proposals from qualified firms or consultants to provide comprehensive support services for the Countyâs Job Order Contracting (JOC) program.The selected Offeror shall be responsible for developing and maintaining customized Unit Price Books (UPBs), providing timely updates to reflect market conditions, and providing and supporting a JOC project management software database to ensure efficient program administration. In addition, the consultant will provide ongoing support for the Countyâs established JOC program, including construction management services such as scope development, project oversight, and review of JOC contractorsâ price proposals. These services are intended to enhance the Countyâs ability to deliver timely, cost-effective, and transparent construction and maintenance projects through a robust and compliant JOC framework.
