NOTICE TO ALL BIDDERS FOR
TOWN OF CHRISTIANSBURG
COLLEGE STREET DRAINAGE -PHASE 2
IFB 26500017
This Addendum forms a part of the Contract Documents and modifies the original bidding
documents for the Advertisement for Bid dated June 2, 2026. Bidders shall acknowledge receipt
of the Addendum in the space provided on the Bid Form.
The following information shall modify and clarify the Contract Documents. This Addendum is the
first addendum for this project bid and consists of a total of 8 pages plus a pdf file of the revised
section C-410 of the project manual.

Owner Project Information
Introductions – Mike Kelley, Town of Christiansburg Director of Engineering, Josh Middleton,
Town of Christiansburg Asst. Director of Engineering, Don Cole, Town of Christiansburg Project
Manager (not in attendance), Cole Hammonds – Town of Christiansburg E&S Inspector (not in
attendance), Tara Vance – Town of Christiansburg Procurement Officer, David Krisnitski, AMT
Engineering Project Design Engineer.
A Pre-bid meeting agenda was distributed (attached below) and read aloud by Mr. Krisnitski.
An attendees sign in sheet was circulated (attached below).

Mike Kelley, Town Director of Engineering, provided comments on the need for this project to help
the neighbors that experience flooding in this area. In May 2020 the area experienced a severe
flooding event that resulted in significant damage. The drainage area is 100+ acres extending up
to I-81. The designed pond with its retaining wall completed in Phase 1 is intended to help
attenuate the flooding and provide relief to these property owners and the piping network in Phase
2 will conduct the stormwater past the properties that are currently affected.
All Pre-bid questions must be submitted in writing to David Krisnitski
(dkrisnitski@amtengineering.com) by 5 pm on June 22nd to be considered. There were several
bidder questions received by the deadline, see below. This Addendum is the first addendum for

this bid, refer to the eVA website for all Addenda. Bids are due by 3:00 pm July 9th to the Finance
Office.
Bidder Questions and Clarifications
Aaron J. Conner General Contractor questions for Clarification on the College Street Drainage
Improvements Phase 2 Project.
1. Along the easement there are several locations that call for existing culverts to be removed
(such as sheet C4.1 near the temporary access between 940 and 950 College). Just to
verify, the contractor is only removing and not replacing these pipes?
Response – This is correct. The only location that a pipe is replaced is at 840 College St.
on sheet C4.2. Otherwise, the contractor shall remove the pipes and they are not replaced.
The contractor shall backfill after the new storm sewer is installed, grade to final plan
elevations, and repave. Other locations where the driveway is higher than the ground on
either side the ground is to be graded to the inlets on each side of that parcel.
2. On Sheet C4.1 near STMH-5 there is a note for the contractor to remove the wood pile
and concrete slab and to coordinate with the resident prior to removal. Is the contractor
removing off site and getting rid of the wood and slab or relocating where the property
owner directs?
Response – The wood pile may already be gone before contractor mobilizes to this
location, but if not, the contractor shall move the wood pile to a site directed by the owner
or dispose of it. The contractor is then to dispose of the concrete slab off site. There is
no provision to replace the concrete slab.
3. Between STMH 2 and STMH 3 Bid form Item 470 is removing the Grinder Pump station.
Will this be turnkey where the contractor will need to supply an electrician or will the
electrical be carried out through the town?
Response – The contractor will need to coordinate with the owner and provide all means
and permitting to deenergize the grinder pump before removal. The contractor shall
completely remove the electrical cabling or safely terminate it in accordance with the
electric permit.
4. On sheet C4.3 near STMH 15 and also near STMH -19 there are notes which fall into Bid
Form Item 310 stating the contractor is to field verify the presence and location of the
spring and then install a standard SB-1 spring Box. Can you please clarify how you want
the contractor to verify that there is a spring and to locate where the spring box will be set.
Response – As the contractor is excavating for the nearby manhole structure it should be
noted if any spring type flow is encountered and at what depth. If flow is found the
contractor is to install the spring box at that location and elevation without it interfering
with the installing of the new storm sewer. Additional excavation may be required to locate
the spring box outside the footprint of the new storm sewer. Contact engineer if there are
any questions about this during excavation at these locations.

Jamison Precast submitted the following question.
5. I am working on quoting the precast structures. I do not find all the structures listed on
the bid form on the plans. Does the bid form need to be changed?
Response – Correction to the Bid Form which originally showed one 4 ft square concrete
manhole and one 5 ft square concrete manhole. The correct count is zero 4 ft square and
two 5 ft square manholes. The count on the remainder of the manhole structures are
correct (4 round 4 ft diameter manholes, 10 round 5 ft diameter manholes, 9 round 6 ft
diameter manholes, 2 Spring Boxes, and 1 custom junction box. Note for bidding purposes
that the height of each manhole varies.

2. SCHEDULE

3. PROJECT OVERVIEW
a. The project consists of a grading, tree removal, stormwater detention pond,
stormwater pipe and drop inlets, curb inlets, sidewalk, curb and gutter, a large
stormwater junction box, domestic sanitary sewer pump station removal and new
lateral, retaining wall, pavement repair, permanent stabilization, and associated
appurtenances
b. Bids will be received for a single prime Contract. Bids shall be on a unit price basis.
c. Liquidated Damages
i. $1,000 for each day after Substantial Completion
ii. $500 for each day after Final Completion
4. SPECIAL CONSIDERATIONS AND PERMITS
a. Contractor will be required to adhere to Town of Christiansburg Good Housekeeping
Manual.
b. The Contractor shall be responsible for removing and legally disposing of all
demolished or excess materials.
c. The Contractor shall supply all traffic control.
d. Contractor to provide erosion & sediment controls as site conditions dictate.
e. Contractor & Subcontractors must meet town business license and insurance
requirements.
f. Prior to April 1, 2026, the Town cut trees in the project area that might be considered
as bat habitat. The removal of the trees is to be included in the bid price for the project
as part of the Clearing and Grubbing pay item.
g. The Town has procured all temporary and permanent easements, one pending, that are
required for the construction of the project, this does not include an area that could be
used for laydown.
h. A DEQ Construction General Permit is required and will be acquired by the Town.
i. The contractor will be required to pull a local Land Disturbance Permit (LDP) and
will be required to be the certified Responsible Land Disturber (RLD). There is no
charge for the LDP. No other DEQ or ACOE permits are required for this project.
j. Prior to starting construction, CONTRACTOR shall perform an audio-visual survey
of the project site. The survey shall be recorded as digital images or video on USB
storage device stored at a minimum High Definition resolution (720p, 16:9 Aspect
Ratio, pixel size 1280 x 720). Video display will show location, description of existing
structures and landscaping, including time, date, address, and compass direction of
travel and view. Footage shall be correlated to plan stationing. Vulnerable, damaged,
or deteriorated areas within the zone of influence will be shown. Travel speed shall
be approximately 50 ft/min. with a minimum camera elevation of 5 feet over the work
