The U.S. Department of Education (Department) releases this solicitation titled the “National Assessment of Education Progress (NAEP) Coalition of Teams” on behalf of the Department’s Institute of Education Sciences (IES). NAEP is the nation’s largest, longest running and most highly regarded nationally representative assessment of student achievement in the United States. NAEP serves as a national yardstick of student achievement, informing the public about what America’s students know and can do in various subject areas, including civics, mathematics, reading, science, writing, and U.S. history. The NAEP coalition Teaming contracts will be solicited under three (3) separate Request for Proposal (RFP) on sam.gov to cover each coalition teaming tasks, totaling eight (8). All NAEP assessments have critical path processes that are conducted by individual contractors as part of the overall team and Coalition of contractors; however, they are dependent upon one another for completion to meet the needs of NAEP. The Department intends to enter into the following three (3) contracts with qualified entities to establish one (1) team of contractors to carry out the NAEP Coalition teaming tasks that make up the Design and Coordination team.

Anticipated Award Date: The anticipated award date of the NAEP Team Coalition contracts is November 2024. The period of performance for each NAEP Team Coalition contract, will be for one (1) 12-month Base Period and four (4) 12-month optional years.



Clarification Questions: The Department will accept clarification questions from potential offerors. Questions must be submitted electronically to Kristi.Rhodes@ed.gov, with a carbon copy to David.Geary@ed.gov by 12:00 PM (Eastern Standard Time) on July 1, 2024.



Proposal Submission: Proposals must be submitted electronically by 10:00 AM (Eastern Standard Time) on August 19, 2024. Proposals must be submitted with the email subject line “Team Name [919900-24-R-0002] ([Name of Offeror])” to Kristi.Rhodes@ed.gov, with a carbon copy to David.Geary@ed.gov.
