Project Description: The Pierce County Library System (“Library”) is a junior taxing district under the laws of the State of Washington established in 1946 as a rural library district under chapter 27.12 RCW. The Library provides library services for the residents of unincorporated Pierce County, 15 annexed cities and towns (Bonney Lake, Buckley, DuPont, Eatonville, Edgewood, Fife, Gig Harbor, Lakewood, Milton, Orting, South Prairie, Steilacoom, Sumner, University Place, and Wilkeson). The total estimated population served is 680,000. More information about the Library may be found online at www.mypcls.org.
Thank you for your interest in proposing on the SUMNER LIBRARY – CONSTRUCTION. The purpose of this RFB is for site preparation, development, and construction of a 17,133 square foot building
on a 73,573 square foot parcel located at 15126 Main Street East, Sumner, Washington. The project involves removal of preload surcharge, site development conforming to City of Sumner zoning regulations and East Main Street design guidelines. Site development will include the East Main Street frontage and on-site parking on the south side of the site. Building construction shall be governed by all conditions as indicated in the construction drawings and specifications listed above and per attached, including all labor, materials, equipment, and services required to complete the project. Scope includes, but is not limited to the construction of a new public library facility:
Work includes, but is not limited to:
• Removal of existing preload surcharge and related earthwork.
• Site development in conformance with City of Sumner zoning regulations and East Main Street design guidelines.
• Construction of new parking areas and associated site improvements on the south portion of the site.
• Utility extensions and connections.
• Construction of a fully enclosed, conditioned public library building including structural, architectural, mechanical, electrical, plumbing, fire protection, and life safety systems.
• Installation of interior finishes, fixed furnishings, casework, and building systems as indicated in the Contract Documents.
• Coordination and incorporation of deferred submittal components, including but not limited to roof truss design, buckling-restrained bracing, and aggregate pier systems.
• All labor, materials, equipment, supervision, testing, inspections, permits, and services necessary to provide a complete and operational facility in accordance with the Drawings and Specifications.
• Plan, manage, and execute all construction activities in alignment with the U.S. Green Building Council’s (USGBC) LEED v4.1 rating to achieve LEED Silver certification. Include but not limited to procuring LEED-compliant materials, tracking and documenting all LEED credits; maintaining waste management, indoor air quality, and commissioning requirements; and submitting all documentation necessary for certification through USGBC’s LEED Online platform.
Estimated base bid range: $15.35Mil to $18.26Mil.
The Work shall be constructed in accordance with the Contract Documents and all applicable federal, state, and local codes and regulations.
