City of Gallatin
Introduction
The City of Gallatin is requesting sealed bids for the construction of six (6) tennis courts for the
Parks and Recreation Department. Bids must be submitted no later than 2:00 PM on Monday,
May 18, 2026, in a sealed envelope clearly marked “Parks and Recreation Tennis Courts.”
Scope of Work
Vendors are invited to submit bids for construction of six (6) tennis courts for the Parks and
Recreation Department. All bidders are required to participate in a site visit with the
Director of Parks and Recreation, David Brown. Failure to do so may disqualify the bidder.
Bids must meet all specifications listed below:
Receive site at plus or minus 8” to final grade after demolition of six (6) existing asphalt
tennis courts.
Build six (6) – 120’ x 60’ post-tension concrete tennis slabs in three (3) groups of two (2)
tennis courts.
Install 10’ black chain-link fence around grouping of courts with gates.
Install new nets and net posts.
Install acrylics – US Open Green and Blue Scheme.
Install 2” white tennis lines.
Specify warranty of product and work. (Number of Years).

Post-Tension Concrete Specs
Site Preparation and Base Grading: The subgrade and finished concrete
surface must maintain a consistent 1% slope to ensure proper drainage and
prevent water ponding.
Base Material: Provide and compact a 4-inch layer of quarter-minus stone.
The base must be leveled and compacted to a minimum of 95% relative
compaction to provide uniform support.

Concrete and Footing Geometry Slab Thickness: The court surface shall
consist of a monolithic 5-inch-thick concrete pour. We require 3500psi
concrete, and it must be broom finished.
Laser Screeding: A laser screed is a specialized construction machine used
to pour, level, and vibrate concrete for large, flat surfaces, often achieving
accuracy within 1/10th of an inch. It uses laser transmitters to guide a robotic
arm—equipped with a plow, auger, and vibrato to automatically create a
smooth, dense, and precise surface. This method is much faster and more
accurate than manual methods.
Perimeter Footer: A continuous thickened edge (footer) measuring 12
inches wide by 12 inches deep is required around the entire perimeter to
provide structural stability for the post-tensioning anchors.
Post-Tensioning Protocol: The structural integrity of the slab is maintained
through a two-stage tensioning process using high-strength steel tendons.
Initial Stressing is performed 24 hours after the concrete pour. The cables are
tensioned to 4000psi. This is done to prevent early-age shrinkage cracking
while the concrete is still gaining strength. Final Stressing is performed 5 to 7
days after the initial pour. The target pressure is 7500psi. Elongation
measurements should be recorded to ensure the system has reached the
design effective force.
Finishing and Pocket Grouting Tendon Trimming: Upon verification of
the final stress, the protruding cable ends shall be cut flush with the edge of
the concrete slab All anchor pockets (recesses) must be patched with a non-
shrink, high-strength cementitious grout to protect the anchors from corrosion
and provide a smooth perimeter finish.
Surface Grinding: The entirety of the surface will be grinded prior to
application of any acrylic surfacing materials. Grinding a newly built P.T.
slab is necessary to ensure that any imperfections are removed. This also
allows the acrylic products to adhere to the surface to the best of their ability.
This gives us the premium finish that we can provide.
Final Inspection: Before final payment, the contractor must remove all trash
and debris from the site, subject to owner approval.

Evaluation of Proposals
The City of Gallatin will award the contract to the lowest responsible and responsive bidder
meeting specifications, quality, and performance standards per the Municipal Purchasing Act of
1983. Award criteria include:

The City of Gallatin reserves the right to reject any or all proposals and waive informalities. The
contract will be awarded based on the evaluation criteria. If the lowest bidder is unavailable
when needed, the city may proceed with the next lowest bidder.
