Behavioral Health Services

Eligible applicants include, but are not limited to:

• nonprofit community-based organizations (CBOs) with a 501(c)3 tax status
• public and private universities
• public and private hospitals and clinics
• substance use treatment centers
• mental health centers

Funded applicants must:

• Ensure immediate (same day) access to treatment or other services
• Provide services or engage in activities dedicated to behavioral health and related stability or recovery needs
• Serve Denverites participating in and referred through City-led behavioral health programming
• Utilize shared communications platform for care coordination
• Collaborate with program team and providers for ongoing case/care coordination led by internal City staff
• Be registered with the Secretary of State’s office prior to entering a contract with the City.

Other Requirements:

• Entities that are presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any federal department or entity are not eligible.
• Response reviews and awards are contingent upon respondents being current with the City on any loan, contractual, or tax obligation as due, and in compliance with rules, regulations, and provisions of existing or past city contracts.
• Insurance will be required and may include: Commercial General Liability, Worker’s Compensation, Business or Personal Auto, Professional Liability, Cyber Security (please see the Sample Contract for more information).
• For providers applying to provide clinical services: vendors are expected to bill insurance (Medicaid or other) for eligible services. DDPHE will provide reimbursement for clinical services in instances where the individual is un/underinsured, or where the use of insurance could be a barrier for the individual.
• DDPHE will reimburse for indirect costs, staff time spent on care coordination/care conferencing to support a participant, and intakes or other assessments that are not Medicaid-billable.
• For non-clinical services: vendors will be reimbursed for the cost of the services/staff time for the service, indirect costs, and staff time spent on care coordination/care conferencing to support a participant.
• Data Use Agreement and/or Business Associate Agreements may be required to ensure effective care coordination.

This RFP will use a variety of funding sources including DDPHE General Funds, and Opioid Abatement Fund.

Awards may vary in size but are likely to remain between $10,000 - $240,000. However, the evaluation panelists and program managers will determine if the amount requested in the proposal is in alignment with overarching program goals, as set forth by DDPHE and may offer partial funding on select applications and participant needs.

The City and County of Denver is unable to pre-pay funds for services yet to be rendered. Scopes of work may describe mechanisms for ensuring accessibility of beds or services to ensure immediate access as well as billing and reconciliation processes to ensure prompt payment.

DDPHE will only consider “reserving” beds, treatment or service “slots” in unique instances where the vendor can demonstrate that they provide a specific level of care or service that is extremely limited in the Denver Metro Area and that “reserving” these spaces is the only way to guarantee that a DDPHE referred participant can receive immediate access to that level of care.
