Denver Department of Public Health & Environment (DDPHE), through the Community and Behavioral Health Division, is seeking proposals for supportive services for participants with behavioral health related needs, in partnership with programs such as Roads to Recovery and All in Mile High. This RFP may be used to support the behavioral health, stability, and recovery needs of community members and may use multiple funding sources including pass through federal or state funds, grant funds, and City general funds. This RFP may be utilized for future program needs.
DDPHE is seeking proposals that address complex behavioral health needs for individuals, most of whom have been arrested for lower level (mostly nonviolent) crimes multiple times over the last few years, often due to unaddressed behavioral health needs and/or crimes of being unhoused such as trespassing. Organizations are encouraged to submit proposals that address a wide range of participant needs including but not limited to: mental health and substance use intakes or assessments, transitional housing with long term housing supports/enrollment, medication assisted treatment/Medications for Opioid Use Disorders (MOUD) induction and ongoing care, co-occurring mental health and substance use treatment, harm reduction services, liaison/navigation services for individuals with legal competency raised, or inpatient and residential behavioral health services. Proposers are encouraged to illustrate how they provide culturally, linguistically, and geographically responsive care. Vendors will be asked to provide services to participants identified and referred by City-led initiatives such as All in Mile High or Roads to Recovery.

This RFP will use a variety of funding sources including DDPHE General Funds, and Opioid Abatement Fund.
Awards may vary in size but are likely to remain between $10,000 - $240,000. However, the evaluation panelists and program managers will determine if the amount requested in the proposal is in alignment with overarching program goals, as set forth by DDPHE and may offer partial funding on select applications and participant needs.
The City and County of Denver is unable to pre-pay funds for services yet to be rendered. Scopes of work may describe mechanisms for ensuring accessibility of beds or services to ensure immediate access as well as billing and reconciliation processes to ensure prompt payment.
DDPHE will only consider “reserving” beds, treatment or service “slots” in unique instances where the vendor can demonstrate that they provide a specific level of care or service that is extremely limited in the Denver Metro Area and that “reserving” these spaces is the only way to guarantee that a DDPHE referred participant can receive immediate access to that level of care.
