This Request for Proposal (RFP) is to solicit competitive proposals from experienced and qualified contractors to explore the development and evaluate the impacts of alternative fuel specifications to those established by the California Air Resources Board (CARB) that consider the petroleum market and prices in the western region, fuel exports and imports, infrastructure needs and costs should alternative specifications be implemented, and market impacts from fuel changes.
