The selected contractor shall provide a fully turnkey security solution, including all labor, materials, equipment, software, configuration, testing, documentation, and training required to deliver a fully functional, NDAA-compliant video surveillance and electronic access control system.

The system shall emphasize reliability in a critical municipal utility environment, ease of use for City staff, secure remote monitoring capabilities, long-term scalability, and total non-interference with existing SCADA and auxiliary plant systems.

• Electric strikes installed within door frames (if needed)

• Replace existing IP camera with NDAA-compliant camera
• Install door controller and power supply (2)
• Install card readers and electric locks on east and west doors
• Provide all required cabling

Barricade Building
• Install wireless connectivity to main office
• Install door controller and power supply (1)
• Configure communication to server

Electric Building
• Replace existing cameras with NDAA-compliant cameras
• Install door controllers and power supply (3)
• Install card readers and strikes

UV Building
• Install wireless connectivity to main office
• Install door controller and power supply (1)
• Install card reader on south door

Sludge Building
• Install wireless connectivity without interfering with existing SCADA antenna
• Install exterior camera covering north drive and east door
• Install door controller for east, west, and south doors
• Electric strikes mounted within door jambs (if needed)

PTZ / Quad Camera Area
• Install PTZ and multi-sensor camera on existing light pole
• Provide wireless backhaul to server
• Configure integrated static and PTZ viewing

Gate Access
• Install gate keypad and RFID reader
• Install wireless communication
• Provide underground conduit and cabling to gate motor
• Install external enclosure for associated equipment

Qualifications:
Minimum Project and Contractor Requirements

• All new structured cabling shall be provided, tested, and certified
• Each cable run must be individually tested and certified
• All hardware and software components must be fully NDAA compliant
• Video storage shall provide a minimum of 30 days of retention under proposed settings
• System architecture shall prioritize a unified platform for cameras, access control, and intercom functions where available
• Camera installers must hold current manufacturer or industry certifications • Door hardware installation shall be performed by a certified locksmith
• Electrical work shall be performed by a licensed Kansas electrician
• Contractor must be licensed to perform electrical work in the State of Kansas
• Contractor must demonstrate a fully compliant safety program
• Contractor must carry appropriate liability and workers’ compensation insurance
• Contractor shall coordinate all work with City staff to avoid disruption of WWTF operations
• All equipment must be suitable for outdoor municipal utility environments
• One year minimum of technical support following final acceptance
• One year minimum warranty on all physical components
• Proposal shall include any required annual monitoring or web services for the first year
• The video surveillance system shall be designed and configured to provide sufficient image resolution, pixel density, and optical performance to clearly detect, observe, and identify persons and movement at a minimum distance of eighty (80) feet during daylight conditions. Camera placement, lens selection, mounting height, and field of view shall be engineered to meet this requirement, and proposers shall document how this performance standard is achieved within their system design.

Special Requirements:
Each proposal must include, at a minimum:
• Complete system design narrative
• Bill of Materials listing all devices with manufacturer, model number, quantity, and unit cost
• Power and bandwidth analysis listing typical and maximum power draw per device
• Installation report identifying camera locations, mounting heights, lens focal lengths, resolutions, frame rates, and coverage areas
• Network topology diagram
• Confirmation of NDAA compliance for all components
• Description of remote monitoring and mobile access capabilities
• Description of cybersecurity protections and user permission controls

The Contractor must demonstrate:
• Knowledge of the City’s existing network infrastructure
• Ability to plan for and supply any additional network hardware required
• Expertise with wireless backhauls and point-to-point links
• Absolute prevention of interference with existing SCADA, telemetry, and auxiliary plant systems
• Experience designing systems in industrial or critical infrastructure environments

Technical Performance Requirements
• Video recording shall maintain a minimum of 30 days retention
• Motion-triggered recording shall be configured for 24 hours per day at approximately 25 FPS at 2 MP
• Continuous recording shall be configured at approximately 15 FPS at 2 MP
• Live viewing shall be available 24 hours per day
• System software must be intuitive and suitable for daily use by non-IT municipal staff

Manufacturer and Platform Requirements
The City encourages proposals utilizing enterprise-grade, NDAA-compliant platforms such as Axis Communications or equivalent manufacturers.

Proposed systems must demonstrate:
• Long-term manufacturer support and firmware updates
• Proven municipal or industrial deployments
• Unified or tightly integrated video and access control software
• Clear upgrade paths and scalability
Vendor-proposed alternatives must meet or exceed the performance, reliability, and cybersecurity standards outlined in this RFP.

Camera Coverage Map

Optional Add-Alternate – Remote Water Well and Airport Industrial Complex Access Control (Non-Wi-Fi)

As an optional add-alternate, proposers shall provide pricing and a conceptual design for extending the access control system to eleven (11) remote water well houses located throughout the City of Great Bend and within the Airport Industrial Complex without reliance on Wi-Fi connectivity. All access events shall be time-stamped and retained in accordance with system storage requirements, with the ability for City staff to review historical entry data for auditing and incident investigation purposes. Proposals shall identify all required hardware, power requirements, communication or synchronization methods, and any recurring service costs. All proposed solutions shall be designed to avoid interference with existing SCADA, telemetry, or control systems. This add-alternate shall be grounds for deeming a proposal non-responsive if excluded.

10. Project Schedule

The system must be fully operational within three months of contract award.

11. Exclusions and Clarifications

• City of Great Bend is tax exempt
• Any fees must be listed separately
• No equipment shall control or interfere with plant operations
