Hondo Fire Station 2 - Remodel and Expansion Project

The Santa Fe County Public Works Department requests bids for the purpose of procuring a licensed,
insured, and qualified Contractor to provide construction services for the remodel and expansion of the
Hondo Fire Station No. 2 utilizing design plans and technical specifications from Studio Southwest
Architects. Bids may be held for ninety (90) days subject to all action by the County. Santa Fe County
reserves the right to reject any and all bids in part or in whole.
A completed bid package must be submitted in a sealed container indicating the bid title and number
along with the bidding firm’s name and address clearly marked on the outside of the container. All bids
must be received by 2:00 PM on Tuesday, April 14, 2026 at the Santa Fe County Purchasing Division
located at 102 Grant Avenue, Santa Fe, NM 87501. By submitting a bid for the requested materials
and/or services each firm is certifying that their bid is in compliance with the regulations and
requirements stated within this IFB.
A MANDATORY Pre-Bid Meeting and Site Visit will be held at 10:30 AM on Thursday, March 12,
2026 at 645 Old Las Vegas Highway in Santa Fe, New Mexico 87505. All bidders must be in
attendance and on time in order to submit a bid.

BID INSTRUCTIONS

Bids are requested by Santa Fe County to remodel and expand the existing fire station, including
selective demolition, construction of new living and support spaces, interior and exterior building
upgrades, ADA compliant restroom and parking improvements, and site work to address grading
and drainage, with temporary housing provided for firefighters during construction.
Bids shall be based on the Bidding and Contract Documents, including the plans, specifications,
and all addenda. The County intends to award a lump sum contract based on the total base bid,
including any accepted alternates. Final payment will be made after final completion and
acceptance of the Work in accordance with the Contract Documents.
The Contractor shall supply all labor, materials and equipment necessary to complete the work in
accordance with the construction plans and specifications. The bid shall include all permits, fees,
tie-in fees for all utilities, overhead and profit, and incidental costs in the bid amounts. All
applicable taxes shall not be included in the bid amounts.
All applicable laws and ordinances and the rules and regulations of all authorities having
jurisdiction over the project shall apply to the Contractor and all agreements between the
Contractor and the County.
1. LOCATION AND DESCRIPTION OF WORK:
Work to be completed is located at Santa Fe County Hondo Fire Station No. 2, 645 Old Las Vegas
Highway, Santa Fe, New Mexico 87505. The facility is an existing approximately 9,000 sq. ft. fire
station constructed in 2006 and staffed 24 hours per day. The station includes six apparatus bays,
sleeping and living areas, public restrooms, training and support spaces, utilities and on site
infrastructure, and associated parking and site features.
The scope of this project is to remodel and expand the existing fire station and complete related site
improvements in accordance with the Contract Documents. Work includes selective interior and exterior
demolition, construction of additional square footage, interior renovations and building system
upgrades, ADA compliant improvements to public restrooms and parking, and civil improvements to
address grading and drainage in the parking area. The project also includes exterior building
improvements such as stucco resurfacing, window additions and removals, and partial metal roof
replacement. Utility locates and a site risk assessment are required, and temporary housing for
firefighters must be established prior to construction.
The work includes but is not limited to the following:

Permits and Inspections: The Contractor shall obtain all required permits and approvals from
applicable authorities, ensure compliance with all State and County requirements including
Santa Fe County Land Use Department regulations, and provide any required notifications
to regulatory agencies such as State, County, Fire, and environmental authorities. The
Contractor shall coordinate and schedule all required inspections to confirm the Work meets
applicable building code requirements and shall ensure all permits are secured and in place
prior to starting construction.

II.
Final Inspections and Approval: The Contractor shall coordinate and schedule final
inspections to verify the fire station meets applicable local codes and standards and shall
obtain any required certificate of occupancy and other necessary approvals or certifications
for project closeout.
III.
Civil Improvements per design: The Work includes civil improvements in accordance with
the design documents, including site demolition, earthwork, grading and drainage, and
parking area improvements with ADA accessible spaces and access aisles. Work also
includes ADA parking signage and striping, parking bumpers, curb and gutter, and related
striping for the parking area, along with associated flooring and utility work including
plumbing, electrical, and gas.
IV.
Remodel and Expansion: The Work includes interior and exterior demolition, construction
of additional square footage, and building upgrades in accordance with the design
documents. Improvements include construction or remodel of a 146 sq. ft. vestibule, a 269
sq. ft. workout room, a 219 sq. ft. corridor, three bedrooms of 128 sq. ft., 118 sq. ft., and 117
sq. ft., two interior storage closets at 25 sq. ft. each, men’s and women’s showers at 90 sq.
ft., ADA compliant upgrades to the public restrooms, a 121 sq. ft. office, and a 73 sq. ft.
laundry room. Interior renovations also include remodeling the training room or classroom
at 1,157 sq. ft., the dayroom at 387 sq. ft., the kitchen at 238 sq. ft., a storage closet at 17 sq.
ft., and a secured IT closet at 17 sq. ft. The Work further includes low voltage systems,
HVAC, construction of a mechanical yard, stucco resurfacing on the south and east
elevations, partial roof replacement on the south side of the building, and associated
architectural and MEP work including framing, insulation, EIFS, windows, lighting, doors,
ceilings, mechanical HVAC plumbing, roofing and drainpipes, and landscape
improvements, all per design.
V.
Miscellaneous: The Work includes construction fencing, construction signage, and traffic
control, along with special inspections if required. The Contractor shall also provide
temporary housing with water, electrical, and sewer service for four staff members,
including separate accommodations for men and women, two bathrooms with showers, a
separate kitchen, a separate living room, and a clothes washer and dryer.
2. TIME AND PLACE OF RECEIVING AND OPENING BIDS: This information will
be found in the “Advertisement of Bid” form attached hereto. A bid received after the
specified time will not be considered and will be returned to the bidder unopened.
3. SPECIFICATIONS: The construction of this project will be in accordance with the plans
and specifications prepared for this project by Studio Southwest Architects and other
contract documents prepared by Santa Fe County, except as otherwise specified herein or
in the contract.
4. CONTRACT TIME: The number of days for the completion of work (the contract time)
from the Notice to Proceed is Three hundred and sixty-five (365) days. The number of days
for the completion of work is weather working calendar days, where “calendar days” are
defined as consecutive business days.
