SECTION I - GENERAL INFORMATION
A. OBJECTIVE
The City of Ann Arbor (City) is seeking the services of qualified firms (Contractor) to
provide 9-1-1 Advanced Life Support (ALS) ambulance services as a coordinated
service to the City of Ann Arbor Fire Department ’s (AAFD) current basic life support
non-transport and transport Emergency Medical Services (EMS). The awarded
Contractor, shall provide the requested services in accordance with the requirements
specified in this RFP. All ambulance services described in this RFP document refer
only to ground ambulance services. The City does not guarantee that the Contractor
will be assigned any particular number of calls for service. However, the Contractor
selected for this contractor will be the single provider of ALS service to the City of Ann
Arbor during the terms of the contract. Prior to submitting a proposal, Contractors are
advised to carefully read this RFP in its entirety.
AAFD operates one basic life support ambulance (BLS). A second BLS ambulance is
staffed for periods of peak demand such as during home University of Michigan
football games or as non-overtime staffing allows. AAFD also operates five BLS non-
transport fire apparatuses (engines and ladders). In 2024, AAFD responded to 5,557
emergency medical incidents.
As an EMS provider, AAFD serves a critical role in a coordinated system that ensures
patients receive the appropriate level of care at every stage, from the moment a 9-1-
1 call is made to the point of definitive treatment or recovery. This coordinated system,
also known as the “continuum of care,” encompasses every phase of patient
interaction, including initial emergency response, prehospital care, transport, hospital
admission, and post-discharge follow-up, ensuring that patients experience a
consistent and high-quality care process throughout their journey.
AAFD’s EMS delivery is a crucial link in this continuum of care by providing rapid
response, patient assessment, on-scene treatment and/or stabilization, transport if
necessary to an appropriate facility based on patient’s needs, and follow-up for high-
risk patients. The integration of these services into the broader healthcare system is
essential for ensuring overall system efficiency and supporting the continuum of care.
As a contracted ALS ambulance provider for the City, the Contractor will be
responsible for delivering timely, proficient, and compassionate service based on the
following goals:
1. Optimal Patient Care – High-quality advanced prehospital medical care and
interventions to ensure appropriate level of care and seamless transition from the
prehospital environment to more definitive care settings, if needed.
2. Resource Utilization and Adaptability – Integration of resources into AAFD’s EMS
deployment model to ensure maximum effectiveness and system-wide efficiency.

3. System Adaptability – Capacity and flexibility for adapting to deployment changes
necessary to meet system demand and maintain level of service.
4. Fiscal Responsibility - Fair and reasonable fee proposal that supports service level
requirements and demonstrates value to the residents and visitors.
From October 2024 – September 2025 it is estimated there were 11,828 calls for
ALS service in the City of Ann Arbor. Of these incidents, 4,936 were normal traffic
(non-life threatening) responses and 6,892 were priority traffic (life-threatening).
The effective date of the resulting contract will be January 1, 2027. The initial
contract will be for two (2) years with the potential of a single two (2) year renewal.
B. QUESTIONS AND CLARIFICATIONS / DESIGNATED CITY CONTACTS
All questions regarding this Request for Proposal (RFP) shall be submitted via e-mail.
Questions will be accepted and answered in accordance with the terms and conditions
of this RFP.
All questions shall be submitted on or before January 26, 2026 by 5:00 p.m., and
should be addressed as follows:

Should any prospective offeror be in doubt as to the true meaning of any portion of
this RFP, or should the prospective offeror find any ambiguity, inconsistency, or
omission therein, the prospective offeror shall make a written request for an official
interpretation or correction by the due date for questions above.
All interpretations, corrections, or additions to this RFP will be made only as an official
addendum that will be posted to a2gov.org and MITN.info and it shall be the
prospective offeror’s responsibility to ensure they have received all addenda before
submitting a proposal. Any addendum issued by the City shall become part of the
RFP, and must be incorporated in the proposal where applicable.
C. PRE-PROPOSAL MEETING
A pre-proposal meeting will be held:
WHEN: January 23, 2026 at 1:00 p.m.

WHERE: Fire Station 1 – Emergency Operations Center, 111 North 5th Ave, Ann
Arbor, Michigan 48104 (use south entrance closest to Huron, has large
AAFD patch)
The meeting is not mandatory; however, it is highly recommended that interested
offerors attend the meeting. The purpose of this meeting is to discuss the services
with prospective offerors and to answer any questions concerning RFP 26-04. Any
questions and answers furnished in the pre-proposal meeting will not be official until
verified in writing through an addendum.
D. PROPOSAL FORMAT
To be considered, each firm must submit a response to this RFP using the format
provided in Section III. No other distribution of proposals is to be made by the
prospective offeror. An official authorized to bind the offeror to its provisions must
sign the proposal. Each proposal must remain valid for at least ninety days from the
due date of this RFP.
Proposals should be prepared simply and economically providing a straightforward,
concise description of the offeror’s ability to meet the requirements of the RFP. No
erasures are permitted. Mistakes may be crossed out and corrected and must be
initialed in ink by the person signing the proposal.
E. SELECTION CRITERIA
Responses to this RFP will be evaluated using a point system as shown in Section III.
A selection committee comprised of staff from the City will complete the evaluation.
The fee proposals will not be reviewed at the initial evaluation. After initial evaluation,
the City will determine top proposals, and open only those fee proposals. The City
will then determine which, if any, firms will be interviewed. During the interviews, the
selected firms will be given the opportunity to discuss their proposal, qualifications,
past experience, and their fee proposal in more detail. The City further reserves the
right to interview the key personnel assigned by the selected offeror to this project. If
the City chooses to interview any respondents, the interviews will be tentatively held
the week of March 2, 2026. Offeror must be available on these dates.
All proposals submitted may be subject to clarifications and further negotiation. All
agreements resulting from negotiations that differ from what is represented within the
RFP or in the proposal response shall be documented and included as part of the final
contract.
F. SEALED PROPOSAL SUBMISSION
All proposals are due and must be delivered to the City on or before, February
17, 2026 by 2:00 p.m. (local time). Proposals submitted late or via oral, telephonic,
telegraphic, electronic mail or facsimile will not be considered or accepted.
