GENERAL BID SPECIFICATIONS
CITY OF MINOT, ND 58701
Every bid must be accompanied by a bidder's bond in the amount of 5% of the total bid.
Bonds of the unsuccessful bidders will be returned and the bond of the successful bidder
will be held as a guaranty that the terms of the bid will be complied with.
The City of Minot is exempt from state and federal excise and sales taxes and no amount
for such taxes are to be included in the bid price. The attached bid proposal form is to be
used in submitting the bid.
The City Council reserves, to itself, the right to reject any or all bids and to award the
contract as it deems necessary and in the best interest of the City of Minot. The City of
Minot is a Title VI community, and the Bidder must be in compliance with Appendix A and
Appendix E of the City of Minot Title VI Assurances.
The City of Minot is committed to providing non-discriminatory service. Title VI assures

Delivery of equipment or services contained in the proposal are to be made to the Public
Works Building (1025 31st St. SE), and the price is to be FOB, Minot, North Dakota. An
estimate of the delivery date is to be made on the bid.
All envelopes must be sealed and marked plainly:
“Bid for Ninety-Six (96) Type A Luminaires”
“Project No. 4964”
Bids will be opened in the Council Chambers at City Hall, #10 3rd Ave SW, Minot, North
Dakota at 10:00 AM on Wednesday, January 21, 2026. Bids received after this time will
be returned, unopened, to the bidder. Bidders are invited to be present at the opening
of bids.

GENERAL
The units to be furnished under this specification are to the be the manufacturer’s newest
and latest models. If any supplier is unable to meet any of the specifications, it is to state
in its bid proposal all deviations from the specifications. Any deviation will be considered
as to its cost in relation to necessity. The City of Minot reserves the right to reject any or
all bids as it deems to be in the best interest of the City. The successful bidder is to
submit a copy of the order sheet, to the Traffic Engineer, for written approval
prior to ordering the unit.

In submitting this bid, it is understood that the contract will be awarded on the basis of
lowest and best bid, that the right to reject any and all bids is reserved by the owner, and
it is agreed that this bid may not be withdrawn within 60 days after actual date of the
opening. Payment will be made within 30 days after acceptance of the unit.
