SECTION II - SPECIFICATIONS FOR SANDBLASTING AND PAINTING FIRE
HYDRANTS SERVICES
Introduction:
This Invitation to Bid is for a contract to provide Sandblasting and Painting of Fire
Hydrants for the Town of Smyrna.
It is the responsibility of all bidders to understand the project and the contents of the bid
package. Contractors must bid on the entire project.
After bids have been submitted, the bidder shall not assert that there was
misunderstanding concerning the quantities of work or of the nature of the work to be
done. Adequate proof of insurance will be required before project commences.
Project Overview:
The Town of Smyrna owns, maintains, and operates an independent water system with
approximately 2000 fire hydrants that need to be sandblasted and painted. This
program seeks to complete the sandblasting/painting of approximately 500 hydrants per
year. The Contractor shall provide all labor, equipment, materials, tools, and
transportation to sandblast, prime and paint fire hydrants. The Contractor will need to
minimize or eliminate any potential damage to any parked or passing vehicles and
surrounding properties.
To extend the life of fire hydrants as well as maintain aesthetics, the Town of Smyrna
requires the painting of hydrants. This entails sandblasting to remove previous paint
layers, applying a single coat of primer and single coat of paint. The Town of Smyrna
also requires a separate paint color on hydrant caps.
Contractor Experience:
The Town of Smyrna is in search of an experienced contractor with a minimum of five
(5) consecutive years of experience with fire hydrant sandblasting/painting to fully
sandblast, prime and paint fire hydrants within the Town. The Town will select a
contractor to furnish all labor, materials, tools and equipment required to complete the
work indicated in the specifications contained herein. All work must conform to the
accepted practices for sandblasting, priming and painting of fire hydrants.
Contractor Responsibility:
Contractors shall carefully examine all data made available in the Bid Documents, fully
inform and familiarize themselves as to all existing conditions and limitations, the
obstacles that may be encountered, and all relevant matters concerning the Work to be
performed. Failure to do so will not relieve the Contractor from any obligations to comply
strictly and fully with the terms of the Contract. No allowances or extra compensation
shall be made for the failure of the Contractor to correctly estimate the nature and
quantities of labor, equipment, materials, tools, transportation and warranties that are to
be provided under this Contract.
Meeting:
Once awarded, Contractor shall be required to attend a preconstruction meeting with
the Town of Smyrna to discuss the Work required in the Contract prior to the
4
commencement of Work. The Smyrna Fire Department will provide a list/map of the
hydrants and their associated bonnet colors.
Additional Work:
Any alterations or modifications of the Work performed under this Contract shall be
made only by written agreement between the Contractor and the Town of Smyrna and
shall be made prior to commencement of the altered or modified Work. No claim for any
extra Work or materials shall be allowed unless preauthorized by written agreement
prior to commencement of said Work.
Scope of work:
The Contractor shall be responsible for sandblasting and painting selected hydrants.
The Town will make every effort to identify hydrants for painting that are nearby one
another, however, the Town may require a hydrant outside of the identified area be
sandblasted and painted.
Workmanship:
Execute work in accordance with manufacturers label directions. Coating applications
shall be made in strict conformance to this specification and to the manufacturer's paint
instructions on the label and product data sheet.
All work shall be accomplished by skilled workman familiar with and trained to do this
type work; moreover, they shall be qualified to operate or use the equipment needed to
accomplish this work.
All equipment shall be in sound working condition and must meet all OSHA Safety
