Insurance Brokerage & Risk Management Services

Project Description: The Sonoma-Marin Area Rail Transit District (SMART) is a Special District within the State of California that owns, maintains, and operates passenger rail service in Sonoma County and Marin County. In addition to passenger rail service, SMART is a common carrier that owns and operates freight rail services within Sonoma County, Marin County, and Napa County.
SMART is seeking Proposals from qualified and experienced Insurance Brokerage and Risk Management firms to provide full-service insurance brokerage services and risk management advisory, consultation, and support services to SMART. The Consultant awarded the Agreement will be a vital link to the commercial insurance market and will be the insurance advisor to SMART.
Services under this Agreement will include:
• Providing insurance brokerage services for the administration, renewal, provision of new, and adjustment to existing SMART insurance policies.
• Recommending and facilitating adjustments to SMART’s entire insurance program and risk profile.
• Providing advisory and risk management services to SMART staff by reviewing third-party contracts, license agreements, solicitations, interagency agreements with the expectation of assigning appropriate
insurance policies, limits, endorsements, and recommending contractual language to ensure the District is adequately protected.
• Providing consultation and advisory services on SMART policies and procedures.
• Advocating for and assisting SMART with filing claims on assigned insurance programs. Includes representing the interests of SMART in policy interpretation and negotiations with insurance carriers.
• Reviewing third-party damage claims with SMART and its attorneys.
• Other Insurance Brokerage and Risk Management Advisory, Consultation, and Support services as requested.
SMART desires firms that are well-versed in insurance markets, experienced in advising comparable public agencies in California, are flexible and responsive to the needs of various levels of SMART management and staff, who is familiar with the SMART service area, and is accessible locally.
This contract has a 3-year base term with (2) one-year options to extend thereafter.
This Agreement may be funded using Federal, State or Local Funds. Consultant shall comply with all applicable laws and regulations while performing work under the Agreement.
