NOTICE TO CONTRACTORS
The City of Whitehall, Ohio, through the Mayor will receive sealed bids for East Broad StreetReconstruction, Phase 4 via Bid Express until 10:00am local time on Friday, May 22, 2026 and at that time and place will be publicly opened and read aloud. The City of Whitehall may choose not to award the bid until 60 days after the bid opens. All questions about the project shall be submitted through Bid Express.
The work for which bids are being accepted consists of approximately 10,100 square yards of full depth arterial roadway reconstruction, including full curb replacement, sidewalk replacement, multi-use path installation, streeting lighting improvements, storm sewer upgrades, and other related work.
Base Bid:
The total estimated cost of the Base Bid is $3,566,896.31.

Payment for these items will not be refunded.
Each bid shall contain the full name and address of each person or company interested in the same and shall be accompanied by a bond meeting the requirements of the Contract Documents and written on the form included with the Contract Documents.
Each Bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, Vietnam Era nor disabled veterans, or National origin.

Schedule: The work shall commence within ten (10) calendar days after signing of the Notice to Proceed and must be completed within two-hundred and ten (210) consecutive calendar days for the Base and Additional Bids described in the bidding and contract documents, after the issuance date of the Notice to Proceed, time being of the essence to the City of Whitehall, Ohio.
The Bidder will be required to state in full detail, with their bid, their experience in this class of work; bids from contractors inexperienced in this particular class of work may not be considered.
This project requires payment of prevailing wages to all workers during the course of construction activities. Bidders must comply with the prevailing wage rates on public improvements in Franklin County and the City of Whitehall, Ohio, as determined by the Ohio Bureau of Labor & Worker Safety, Wage and Hour Division, 614-644-2239. State of Ohio prevailing wage rates are included in the Contract Documents, and prospective bidders shall take them into account in preparing bids.
The City of Whitehall, Ohio, reserves the right to reject any and all bids, including all bids which, in the opinion of the Engineer, show evidence of unbalancing prices, and also to waive technical defects as the interest of the City may require.
