Summary

Project Background. The Division of Natural Areas and Preserves (DNAP) seeks support for the ongoing use and dissemination of the completed Integrated Prioritization System (IPS) in the Big Darby Creek State and National Scenic River watershed. The IPS is a modeling and assessment framework that integrates a wide range of information about water quality, biology, habitat, land use, and pollution sources that affect streams and rivers on a regional basis. The analysis predicts the effects of stressors such as chemical pollutants, habitat, and land use changes on water quality, habitat, and aquatic life.

Big Darby Creek is among the highest quality rivers in the state, containing rare wildlife and several federally listed endangered species of freshwater mussels. These resources are threatened by rapid urban and suburban development and increased water resource utilization as the Columbus Metropolitan Area grows. Urban growth can generate much higher rates of stormwater runoff from accompanying increase in impervious surfaces, which can degrade stream habitat and increase harmful pollutants.

The IPS has produced data that can help guide local decision making for prioritizing conservation projects. DNAP now seeks support interpreting final IPS outputs and responding to the needs of jurisdictions who seek to implement its findings. This project has drawn attention and scrutiny by stakeholders involved with the revision of the 2006 Darby Accord in Western Franklin County and many other watershed jurisdictions and stakeholders.  Additionally, DNAP is preparing to work collaboratively with jurisdictions and stakeholders to integrate IPS outputs into a Big Darby Creek watershed conservation plan. The selected consultant will aid ODNR staff on continuing to interpret IPS results in this outreach effort.

Scope of Work: It is anticipated that the scope of work could span up to 2 years, from 7/1/26 – 6/30/28


Prior Experience: The successful bidder will both describe and provide examples of how they meet minimum requirements for prior experience:


Budget : Proposals are not to exceed $10,000.

Completion Dates: The deadline for work is 6/30/28.
